Shape strategic plans and manage a non-profit organization Norfolk Community Television A/K/A Norfolk Cable Corporation Position Title: Station Manager, Norfolk Community Television Terms of Employment: Full Time Reports to: Norfolk Community Television Board of Directors Key responsibilities: operations, planning, finances, outreach, and training. Norfolk Community Television (NCTV) seeks an experienced, intelligent, professional who will serve as its new Station Manager. NCTV is a PEG (Public, Educational and Government) access television studio. We also provide residents free access to equipment, training, and the tools to turn ideas into productions. Description: The new Station Manager will report to the NCTV Board of Directors and is expected to manage the day-to-day operations of the organization which includes staff and volunteers. The successful candidate will also be counted on to develop workshops for production training, foster partnerships with various cultural groups and organizations, maintain strong relationships with municipal leaders while enhancing the creation of quality video content for distribution over local cable channels and relevant streaming formats. Duties and Responsibilities: Additional responsibilities may be assigned. The Board reserves the right to waive any requirements contained in this job description. The Station Manager shall be responsible for the operation and the general management of NCTV's activities and services, including: – Managing the overall operation of NCTV production facilities, equipment and staff – Manage the routine operations of NCTV, including administrative, financial, program operations and personnel matters for all other employees. – Approve and oversee the purchase and installation of all production and office equipment. – Develop and implement policies, procedures and long-range strategic plans in coordination with the Board – Work with the Board of Directors to give direction and leadership to the achievement of the organization’s philosophy, mission, and its annual goals and objectives. – Collaborate with the Board of Directors on a proposed annual operating and capital budget, approved by the Board of Directors, for each new fiscal year at least sixty (60) days before the budget is due to the Town of Norfolk. The Station Manager will then administer the annual budget, implementing responsible fiscal procedures to monitor operating expenses and to assure cost effective operations and purchasing procedures. – Present an operations report to the Board of Directors describing current activities, accomplishments, potential problem areas, and finances. – Ensure that NCTV complies with the terms of its franchise and operating agreements with the Town of Norfolk. – Build and maintain an effective working relationship with civic institutions, organizations and community leaders. – Pursue and incorporate additional revenue sources through a variety of fund-raising mechanisms – Remain informed about industry trends, technical advancements and regulatory issues – Perform such other duties as from time to time may be assigned by the Board of Directors. Employment Standards and Requirements: Education/Experience: BA or BS degree in management, communications or other relevant areas, and/or equivalent experience is preferred but not required. Your work and life experience is as important as a degree. Supervisory, managerial and/or administrative experience in the PEG Access field, or in related areas. Knowledge/Skills: Extensive knowledge of the cable TV and PEG Access field, including the history and philosophy of PEG Access, and a strong commitment to First Amendment rights and enhancing citizen participation through access to communications media. Demonstrated experience in fiscal administration, planning, management of nonprofit organization(s), and human resource development. Personnel management experience, including responsibility for hiring and termination. Demonstrated excellent verbal and written communications skills, as well as excellent public speaking skills for both formal and extemporaneous presentations. Demonstrated desire to positively impact the community and to improve public dialogue through access to communications media. Ability to outreach to and work with diverse groups, individuals, ideas and opinions; cross-cultural competence and a demonstrated commitment to diversity. Excellent computer, internet and new technology skills. Demonstrated self-confidence and sound judgment sufficient to handle challenges. Desirable Qualifications: Grasp of the history and current state of federal, local and state cable regulations. Knowledge of field and studio video production, the use of production equipment, video playback systems. Experience in leading a nonprofit organization, preferably in non-commercial PEG Access. Experience in working effectively with a volunteer Board of Directors. Compensation and Evaluation: Compensation is commensurate with experience and a benefits package is included.
