Providing thought leadership in PowerBI capabilities JOB TITLE: Power BI Developer - Application Development Analyst LOCATION: Sacramento or San Francisco, CA JOB OPENING #: 6688 OVERVIEW The Judicial Council of California’s Information Technology Office is accepting applications for an Application Development Analyst position to join the Enterprise Systems unit. This is a high-impact role that directly supports statewide Judicial Branch programs that improve access to justice for millions of Californians. The Application Development Analyst plays a key role in supporting the Judicial Council’s Information Technology Office by modernizing and enhancing the Judicial Council’s enterprise reporting portfolio, driving migration initiatives, and contributing to data governance and quality improvements. Working under general direction, this position serves as a primary PowerBI developer responsible for ensuring the accuracy, performance, availability, and compliance of more than 120 existing reports used across critical Judicial Branch programs, including: • Supreme Court and District Courts of Appeal Court Appointed Counsel Programs • Temporary Assigned Judges Program • Uniform Civil Fees Program As part of ongoing modernization initiatives, the analyst will participate in the migration of more than 100 legacy reports into PowerBI, supporting the transition from obsolete technology. The Application Development Analyst collaborates closely with the Senior Application Development Analyst and works with enterprise architects, developers, business systems analysts, infrastructure teams, external service providers, and project managers to design, enhance, troubleshoot, and optimize business intelligence solutions. This role also provides thought leadership and subject matter expertise in PowerBI capabilities, including operational, management, and analytical reporting, dashboards, and data visualizations. The ideal candidate brings deep experience in PowerBI report development, data modeling, data transformation, SQL/database querying, and a strong understanding of data governance and security best practices. The Judicial Council The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators. By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location. RESPONSIBILITIES Business Intelligence (BI) Development • Serve as the primary developer for more than 120 Power BI reports supporting statewide court programs. • Design, develop, optimize, and maintain robust BI solutions using Power BI, DAX, Power Query, and SQL • Lead modernization of 100+ legacy reports into Power BI as part of a multi-year analytics transformation effort. Production Support & Quality Assurance • Ensure accuracy, availability, and performance of reporting assets. • Troubleshoot data inconsistencies, performance issues, and report failures. • Conduct testing, validation, and peer reviews. Data Modeling & Requirements • Translate business needs into scalable, secure BI solutions. • Partner with business users, business systems analysts, architects, and developers to shape data models and report logic. Collaboration & Technical Leadership • Work closely with enterprise architects, developers, infrastructure specialists, and external service providers to design solutions. • Provide subject matter expertise on business intelligence, visualization, and data governance best practices. Documentation & Process Adherence • Maintain accurate, up-to-date documentation. • Follow established IT processes, including change management and lifecycle standards. PRIMARY TECHNICAL ENVIRONMENT • Power BI (reports, dashboards, governance) • DAX, Power Query • Oracle and PL/SQL, MySQL, Snowflake • Azure • ETL, data modeling MINIMUM QUALIFICATIONS Bachelor’s degree, preferably in computer science, information systems, or a directly related field, and three (3) years of design and development experience, including solid knowledge of and proficiency in the software used in the assignment. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. PAYMENT & BENEFITS $8,640 - $12,962 per month Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
