INQUIRIES: Scott Okada 808-891-0525 (Maui). Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Disaster Center (PDC), located in Kihei on the island of Maui, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. MONTHLY SALARY RANGE: $9,500 - $13,500/Mon. DUTIES: Provides technical expertise in the design, implementation, migration, and maintenance of IT development services, including microservices, APIs, and other custom solutions. Advises on best practices for system optimization, ensuring scalability, reliability, and performance. Develops and executes comprehensive test plans, establishes robust monitoring and alerting systems, and ensures production environments are properly supported. Collaborates with cross-functional teams to maintain backward compatibility with legacy systems while aligning with organizational objectives and domain expertise. Documents workflows, processes, and system changes to ensure transparency and continuous improvement. Leverages technical and institutional knowledge to guide and review migration strategies toward modern architectures, ensuring backward compatibility and alignment with PDC objectives. Provides expert insights on data handling, secure communication, and system interoperability to maintain consistent functionality and enhance reliability. Identifies risks, mitigates compatibility challenges, and facilitates smooth handoffs across teams to support seamless transitions. Advises on and implements solutions that ensure efficient and secure data flow across services, supporting synchronization, scalability, and interoperability within distributed environments. Proactively identifies opportunities for workflow optimization and system improvement, delivering actionable recommendations and guidance to team members. Supports the evaluation of new tools, technologies, and software development paradigms to enhance PDC solutions. Provides actionable insights and recommendations, guiding team members in adopting best practices and optimizing existing workflows. Establishes, enforces, and maintains standards for software source control, configuration management, and tool usage to ensure consistency, efficiency, and alignment with organizational goals. Identifies and implements opportunities for continuous improvement to advance PDC’s technical capabilities and overall effectiveness. Provides advanced technical support (Tier-1 and Tier-2) for complex issues, supporting customer-facing teams and ensuring seamless delivery of services and operations during both routine and critical events. The position is part of the team that provides 24x7 stand-by support for critical system. Travels domestically and internationally as needed, approximately one to two (1-2) times per year. PRIMARY QUALIFICATIONS: EDUCATION Bachelor’s Degree from an accredited four (4) year college or university in Computer Science, Mathematics, or related field. EXPERIENCE Eight to ten (8-10) years of experience in software engineering, solution architecture, applications development, integration and modernization/migration. Includes experience developing and integrating service-based and message-driven architectures, including web services deployed in Apache Tomcat and NGINX environments. KNOWLEDGE Good working knowledge of relational database management systems (PostgreSQL/PostGIS preferred), advanced SQL, Java, JavaScript, Python, JSON (including GeoJSON), XML, RESTful APIs, and modern testing frameworks (e.g., JUnit or equivalent). Strong knowledge of geospatial technologies, including Esri ArcGIS Server, GeoServer, and OGC standards (WMS, WMTS, WFS), and management of dynamic and static spatial data pipelines. Strong knowledge of artificial intelligence (AI) technologies and methodologies, including the application, integration, and operationalization of AI-driven capabilities such as large language models (LLMs), natural language processing (NLP), machine learning, expert systems, and AI-assisted analytics to support mission, operational, and decision-support requirements. Strong knowledge of Linux (Ubuntu preferred) and Windows server environments, including system configuration, performance optimization, automation, and secure operations. Familiarity with software configuration management, Git-based version control systems, CI/CD workflows, and DevOps best practices. Strong knowledge of cloud-based deployments and scalable architectures (AWS preferred), including compute, storage, networking, and secure authentication frameworks (e.g., JSON Web Tokens). ABILITIES & SKILLS Proficiency in object-oriented design and programming with demonstrated expertise in Java and related environments. Excellent written and verbal skills. Ability to work independently, collaboratively, and in lead capacity during all phases of software development cycle, as necessary. Excellent problem solving skills. Post Offer/Employment Condition: Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. SECONDARY QUALIFICATIONS: Experience integrating AI technologies into enterprise systems, data pipelines, analytical workflows, and user-facing applications to enhance automation, insight generation, scalability, and operational efficiency is highly desirable. Experience supporting high-availability, resilient systems in mission-critical operational environments is highly desirable. Knowledge of Integrated Development Environment (IDEs), and GIS (open source tools and ESRI preferred). Excellent knowledge of PDC products (DisasterAWARE).
