Abandoned 3-Speed Bicycle for DIY Enthusiast (Marion Oaks)

For bicycle fan who can do the repairs required of this bike. There's a flat tire, a bit of rust and possibly cables need adjusting or repair. No obvious brand, although the seat cover says Schwinn. It has been suggested to me that it was an inexpensive WalMart type of bike. How old? Who knows? I'd rather see someone repair it and make use of it than to have it end up in the dump.
