THE POSITION

The City of Santa Rosa is seeking a Technology Application Specialist with software system administration expertise, strong problem-solving skills, and excellent customer service abilities to implement, administer, and support enterprise applications used across City departments.
This position is part of the Application Services Division within the Information Technology Department and works under the direction of the IT Supervisor of Enterprise Applications.
The current opening will support enterprise systems that may include:
• Finance
• Human Resources
• Payroll
• Timekeeping
• Permitting
• Inspections
• Code Enforcement
The eligible list established through this recruitment may also be used to fill future Technology Application Specialist positions.
WHAT YOU'LL DO
The Technology Application Specialist performs moderate to complex application support and system administration work, including:
• Configure enterprise software applications and modify workflows
• Administer user permissions and system access
• Develop scripts, stored procedures, and reports
• Support Microsoft SQL databases and troubleshoot application issues
• Analyze and improve business processes
• Provide technical support to users throughout the City
• Develop documentation, training materials, procedures, and user guides
• Coordinate with business leads, subject matter experts, programming staff, end users, and vendors
• Implement system upgrades and enhancements
• Troubleshoot system problems and identify causes of failures
• Support data integrity and application security
• Identify opportunities to improve service delivery and operational efficiency
• Escalate issues to vendors or programming staff when appropriate
• Provide training and technical guidance to City staff
• Respond to user inquiries and resolve application-related problems
This position serves as a technical "go-to" resource for supported enterprise applications.
THE IDEAL CANDIDATE
The ideal candidate has experience supporting enterprise-level software applications and Microsoft SQL databases, along with the ability to work effectively with both technical and non-technical staff.
Desired experience includes:
• Writing complex T-SQL queries
• Developing stored procedures
• Using Microsoft SQL Server Management Studio (SSMS)
• Developing reports using Microsoft SQL Server Reporting Services (SSRS)
• Troubleshooting enterprise software applications
• Application configuration and administration
• Scripting and workflow development
• Technical documentation and user training
• Working with vendors and software providers
• Managing multiple projects, priorities, and deadlines
Experience with one or more of the following systems is highly desirable:
CentralSquare / ONESolution / Finance Enterprise
• Finance, HR, Payroll, and timekeeping systems
• CentralSquare Click Drag and Drill (CDD)
• Scripting and workflow configuration
• Report development using SSRS or IBM Cognos
Accela Civic Platform or similar systems
• Permitting, inspections, and code enforcement applications
• Scripting and workflow configuration
• Fee calculators and custom forms
• GIS integration
• Report development using Microsoft SSRS
QUALIFICATIONS
A combination of education, training, and experience that provides the required knowledge, skills, and abilities is qualifying.
A typical way to obtain the required qualifications includes:
Experience: Sufficient increasingly responsible experience providing administrative and technical support to users of a specialized computer application.
Education: Equivalent to completion of high school, supplemented by college or university coursework in computer science, information technology, business administration, or a related field.
Candidates should have knowledge of computer systems management, application support, database structures and relationships, scripting, documentation, troubleshooting, software installation and maintenance, data management, reporting tools, operating systems, and customer service practices.
The successful candidate will be able to analyze problems, identify solutions, prioritize competing requests, communicate effectively with technical and non-technical users, exercise sound judgment, and establish effective working relationships throughout the organization.
