Dynamic position with room to grow in a flexible, supportive organization Description: Homebase is adding a position for a Senior Data Analyst to join our Research, Evaluation, and Data Initiative (REDI) team. The Senior Data Analyst is a strong applied mixed methods researcher who will focus on supporting, enhancing, and expanding our quantitative and qualitative approaches to analyze data, design research, and implement evaluation processes to assess and build community capacity to respond to homelessness across California and nationally, while also strengthening internal capacity at Homebase through collaboration, knowledge-sharing, and methodological leadership. The ideal candidate has experience with research and evaluation in the homelessness space, particularly knowledge of Homeless Management Information System (HMIS) and the U.S. Department of Housing and Urban Development (HUD) Continuum of Care Program and is skilled in applying econometric methods to evaluate programs, uncover patterns in complex data, and inform policy and systems change. About the Position: For this role, Homebase is seeking applicants with experience working with health agencies or systems to meet the health and housing needs of people experiencing homelessness. The Senior Data Analyst will join our Research, Evaluation, and Data Initiative in supporting communities nationally to design and implement solutions to homelessness. Reporting to the Data and Evaluation Lead, the position will be responsible for a portfolio of data-focused projects across our organization, including conceptualizing, planning, and facilitating mixed-methods data analyses to build capacity, buy-in, and local partnerships; completing targeted data analysis to align with the constraints of the limited capacity and resources of the social service entities we work with; and providing subject matter expertise and capacity-building support for Homebase’s team of passionate policy analysts, attorneys, and homelessness technical assistance specialists. The Senior Data Analyst will also play a key internal leadership role by mentoring staff, developing tools and processes to elevate analytic rigor across the organization, and fostering a culture of data literacy, curiosity, and continuous learning. This is a dynamic position with room to grow at a flexible and supportive organization. Compensation for this position starts at $84,500 - $92,000 (DOE). Candidates with extensive relevant experience may be considered for a Senior Data Analyst II position with a higher salary range. We work at the local, state, and national levels to support our partners in designing systems and implementing responses to homelessness while fostering collaboration and collective impact in addressing its political and economic causes. Responsibilities: Strategic Leadership & Vision: • Work closely with the Data and Evaluation Lead to provide thought leadership and strategic vision for our quantitative and qualitative data work through the Research, Evaluation & Data Initiative (REDI). • Work with the Data and Evaluation Lead to develop internal tools, templates, and best practices to promote consistency, analytic rigor, and learning across projects. • Foster a culture of data literacy, curiosity, collaboration, and continuous learning within Homebase. Research & Evaluation: • Engage in research, data, and evaluation in social service settings, balancing methodological rigor with the practical needs and constraints of community partners. • Design and implement cutting-edge research, evaluations, and analyses to identify best practices in responses to homelessness, including applying econometric techniques to execute projections and assess program effectiveness. • Lead data-centered projects such as coordinated entry evaluations, system landscape/gap analyses, system and program performance evaluations, and the development of strategic plan metrics using advanced statistical modeling where appropriate. • Develop and maintain relationships with community partners and clients to ensure research and evaluation work is grounded in lived experience, responsive to stakeholder needs, and informed by collaborative input. • Serve as a key point of contact with clients and community stakeholders throughout the data lifecycle—ensuring engagement, transparency, and shared ownership from data collection through interpretation and use. Collaboration with Internal Teams: • Support technical and non-technical project teams in conducting equity- and trauma-informed mixed-methods analyses. • Collaborate on proposals and work plans, develop surveys and focus group protocols, and contribute to analytic methodology design. • Conduct targeted data analyses aligned with limited-capacity contexts in social service systems. Data Storytelling & Communication: • Synthesize and present insights from analyses to support data-informed, equity-driven decision-making. • Design compelling data visualizations and apply data storytelling techniques to clearly communicate findings across diverse audiences. • Lead the creation of high-quality reports, dashboards, presentations, and other data-informed resources. • Drive innovation in how research findings are communicated by developing interactive dashboards and other dynamic data visualization tools to enhance accessibility and impact. Capacity Building & Internal Support: • Build capacity within Homebase’s team of policy analysts, attorneys, and technical assistance specialists to leverage data in their work. • Mentor internal staff, supporting professional development in data analysis and evaluation techniques. • Support community partners in interpreting and applying data from HMIS, System Performance Measures, and local sources to inform decision-making. Data Ethics, Security & Compliance: • Support the Data and Evaluation Lead in ensuring strong data privacy and security standards, especially for personally identifiable information (PII). • Secure and manage Institutional Review Board (IRB) approval and compliance processes as needed. Qualifications: Successful candidates ideally possess: • Experience or education equivalent to PhD or Master’s degree (e.g., public policy, social sciences, urban studies), with at least 3+ years’ additional experience leading quantitative and qualitative research/evaluation of public policy programs, including data management, analysis, and report production. • Strong knowledge of econometric methods, including regression analysis, causal inference techniques, and model diagnostics, with the ability to apply them to real-world social policy and program evaluation contexts. • Extensive experience in using statistical software for social policy research and evaluation (e.g., R, SPSS, STATA, Python). • Extensive experience with data visualization, including with Tableau, and development of analytics reports for diverse audiences. • Excellent communication skills (oral and written), including public speaking and facilitation experience, strong analytical capabilities and enthusiasm for breaking down and explaining complex ideas to a variety of audiences. • Strong team and project management skills; attention to detail and ability to prioritize and manage multiple ongoing projects under strict deadlines. • Excellent interpersonal skills and ability to succeed in a warm and supportive team-based environment that values lived experience, diversity, and belonging. • Ability to cultivate collaborative internal and external partnerships with an array of teammates, clients, and stakeholders from different backgrounds. Homebase prefers candidates with: • Experience evaluating homelessness or anti-poverty programs strongly preferred; knowledge of HMIS and the HUD Continuum of Care program would be a very strong plus. • Understanding of issues relating to privacy, data sharing, HIPAA and other considerations would be valued though not required. • Demonstrated commitment to the public interest and passion for addressing homelessness and poverty. • Special consideration will be given to applicants with lived experience of housing instability, homelessness, and/or criminal justice involvement, including arrest and conviction records.
