💼 About the Position
Under the direction of the Chief Financial Officer, the Purchasing Agent plans, manages, and oversees the City's complete range of procurement activities.
The position is responsible for:
City-wide purchasing and procurement
Central storage of supplies, materials, and equipment
Mail and courier services
Complex and sensitive purchases
Contract development and administration
Procurement policies and procedures
Central warehouse operations
Inventory management
The Purchasing Agent also provides leadership and direction to purchasing and warehouse staff and works closely with City departments, vendors, public agencies, and City officials.
⭐ The Ideal Candidate
The ideal candidate will be a proactive, strategic procurement professional with several years of experience in a complex public-sector organization.
We're looking for someone with:
Significant knowledge of public-sector purchasing laws, regulations, and procedures
Experience with Requests for Proposals (RFPs), competitive bidding, and contract administration
Strong negotiation and vendor-management skills
Excellent written, verbal, and presentation skills
Strong leadership and personnel-management abilities
Experience with purchasing, warehousing, and inventory operations
A related Bachelor's degree
Professional purchasing certification, such as certification through the Universal Public Purchasing Certification Council (UPPCC) or National Institute of Governmental Purchasers (NIGP)
📋 What You'll Do
The Purchasing Agent will:
Plan, organize, direct, and review purchasing, warehousing, and mail/courier operations
Develop and implement purchasing policies, procedures, goals, and priorities
Supervise, train, evaluate, and mentor staff
Review and approve major purchase requisitions
Manage formal bidding processes and major equipment purchases
Review and publicly open bids
Analyze bids and make purchasing recommendations
Prepare or review City Council and Board of Public Utilities staff reports
Present purchasing recommendations to City officials and boards
Administer large, complex, and sensitive contracts
Establish and interpret purchasing and central-services policies
Coordinate procurement activities with City departments and outside agencies
Oversee inventory control and warehouse records
Coordinate cooperative purchasing programs with other public agencies
Oversee the sale, auction, or disposal of surplus and obsolete property
Manage the City's procurement card program and related controls
Develop specifications and assist departments with purchasing-related issues
Make presentations to vendors, organizations, and community groups regarding the City's bidding process
Serve as the City's Disadvantaged Business Enterprise (DBE) Liaison Officer
Prepare reports and perform related duties as assigned
🎯 Qualifications
Experience
A typical qualifying background includes four years of increasingly responsible experience in a purchasing and warehousing operation, including supervisory experience.
Technical purchasing experience within a complex public-sector agency is highly desirable.
Education
Equivalent to a Bachelor's degree from an accredited college or university with major study in:
Purchasing
Business Administration
Public Administration
Or a related field
Equivalent combinations of education and experience may qualify.

Budget and personnel administration
Automated purchasing and warehouse information systems
The position requires the ability to:
Lead, supervise, and evaluate staff
Analyze purchasing, financial, statistical, and market information
Develop and improve procurement procedures
Make independent decisions based on policies and facts
Prepare clear reports on complex issues
Conduct negotiations and public presentations
Explain purchasing policies and procedures
Build effective relationships with City staff, officials, vendors, and outside agencies
Work effectively under pressure and meet deadlines
Use current office technology and automated systems
🚗 License
Applicants must either:
Possess a valid Class C California Driver License and be physically capable of safely operating a motor vehicle; OR
Demonstrate the ability to travel frequently to various City locations.
Professional certification through organizations such as UPPCC or NIGP is highly desirable.

🏢 Work Environment
This position is generally performed in an indoor office environment.
The Purchasing Agent regularly works with computers and other office technology, prepares and reviews written materials, communicates by phone and in person, and participates in meetings with employees, vendors, City officials, and other organizations.
