RESPONSIBILITIES This position handles the support of the Sensitive Compartment Information Facility. This role includes: Establishing, operating, and maintaining the Classified Inventory Control and on-site SCI libraries for the Special Security Officer (SSO) Maintaining the “Watch-to-Watch” inventory Scheduling and performing quarterly alarm tests of SCIFs under NSWCPHD cognizance Conducting inspections and searches Establishing and maintaining the Non-Disclosure Statement database located within Defense Information Security System (DISS) Coordinating and generating Non-Disclosure Agreements for employees with Top Secret/SCI clearance Ensuring areas are properly sanitized prior to escorting anyone into the SCIF Maintaining eyes-on visual contact of non-SCI visitors 100% of the time when performing escort duties in the SCIF Maintaining SCIF documentation and examine any threats Requirements Four (4) years of experience: Demonstrated knowledge of SCI personnel security policies and procedures. This experience includes: Reviewing background investigations and case files for security relevant information; Preparing accurate and concise synopses for each case; Developing recommendations with supporting rationale to enable the customer to decide whether to grant, deny, or revoke a security clearance or eligibility to occupy sensitive positions; Interfacing with senior leadership; Checking the status of pending cases; and Prepare written reports and briefings. Two (2) years of experience: Intelligence Community Directive (ICD) 704 Personnel Security Standards and Procedures Governing Eligibility for Access to SCI; Reviewing forms to ensure accuracy in accordance with policy and directives; Indoctrinating SCI personnel, including personnel screening interviews and indoctrinations briefings. Maintaining personnel security files and suspense logs for all phases of the personnel security process, coordinates fingerprinting, and submission of unclassified material. Proficient in Microsoft Office: Word, Excel, PowerPoint, and Outlook. Familiarity in Security Information Management System Software (SIMS). Functional Responsibilities: This position requires interfacing with senior leadership, Physical Security, and Personnel Security.  Clearance: A minimum Top Secret security clearance with SCI eligibility or higher is required to be considered for this position. Ability to: • Perform a variety of duties in the maintenance of parks, trails, facility grounds and Port owned property. • Read, understand, and follow directions and warnings on product labels, including chemicals, fertilizers, paints, and cleaning products. • Troubleshoot, analyze problems, and make minor repairs to work equipment. • Make decisions and use discretion. • Use timekeeping software to input hours worked and location worked. • Work as part of a team, providing input and sharing ideas. • Learn safe principles of traffic control and flagging. • Learn pertinent Federal, State and local laws and regulations. • Learn to operate a variety of equipment in the maintenance of trails, parks, facility grounds, and Port-owned property. • Use various hand tools and equipment, including mowers, blowers, chainsaws, weed eaters, power washers, trucks, and tractors. • Learn to perform chemical application functions safely and accurately. • Perform heavy manual labor. • Ensure adherence to safe work practices and procedures. • Understand and follow oral and written instructions. • Communicate clearly and concisely, both orally and in writing. • Establish and maintain effective working relationships with those contacted in the course of work. • Push, pull, lift, and carry up to 50 pounds. • Crawl, stoop, bend, kneel, climb/use ladders and occasional work in odd, tight spaces. • Perform heavy laboring tasks for extended periods of time in unfavorable weather conditions such as extreme heat or cold in a safe and efficient manner; work independently with limited supervision. Education and/or Experience: • High School diploma or equivalent. • One year of experience in general labor or grounds maintenance. • Valid driver's license. Valid driver's license/Clean driving record. Must be able to drive Port vehicles. License or Certificate: • Ability to obtain First aid certification/AED/CPR within 6 months of employment. • Washington State Department of Agriculture pesticide license within 12 months of employment. • Flagging Card within 12 months of employment. • Blood-borne Pathogens training • Defense Driving training • Lock out/tag out training • DEI training • Harassment training • Fire Extinguisher training Physical Requirements/Job Conditions: • Continuous talking, hearing, standing, walking, reaching, handling, grasping, feeling, fingering, and repetitive motions of the feet, hands, and wrists. • Frequent sitting, stooping, crawling, bending, kneeling, and climbing. • Navigate uneven, slippery, or wet surfaces often near water; traverse rough terrain. • Ability to exert up to 50 pounds of force on occasion, up to 30 pounds of force frequently, and up to 10 pounds of force constantly.
