Global Dimensions is seeking candidates for upcoming opportunities at Fort Meade, near Columbia, MD. The CI Specialist shall: Identify, monitor, and assess foreign intelligence efforts attempting collection of sensitive national security information on U.S. persons, activities, and interests, including threats posed by emerging technologies to U.S. operations and interests. Applies understanding of foreign intelligence capabilities / activities and U.S. and foreign partner CI capabilities and TTPs for in-depth analytic research and production of all-source CI studies and contributes to developing CI strategies. Conduct, develop, produce, and present programs of instruction in specified collection operations TTPs, and related or supporting processes, relevant to the various human intelligence and technical intelligence operations under DoD authorities. Be a graduate of in-residence Fundamentals of Intelligence Analysis course or Military Service equivalent. Perform coordination/deconfliction of CI operational activity conducted by the Military Department CI Organizations (MDCO) that impact the Command’s area of responsibility. Interacts with representatives of MDCOs and Intelligence Community Components to deconflict CI activity. Serves as a J2X representative to the Joint Operations Center (JOC) providing an avenue for the JOC to inject information into the J2X or request support as necessary. Maintains familiarity with MDCO capabilities and steer JOC personnel toward the J2X for support as appropriate. Develops a concept for Command counterintelligence programs that will be staffed to the SECDEF. Develops counterintelligence briefs for personnel in the Command that are interacting with foreign intelligence services/officers and or traveling to high-threat CI countries as well as delivering the briefs in both group and individual settings, including to General/Flag Officer audiences. Requirements Active/Current TS/SCI Security Clearance and CI Poly The CI Specialist shall be a graduate of in-residence Fundamentals of Intelligence Analysis course or Military Service equivalent. Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements. Demonstrates ability to work independently and with minimal oversight. Experience: Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years. Education: Master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor’s degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master’s degree. *** This role is contingent upon Contract Award*** The Local Registration Authority (LRA) supports the Department of Defense Public Key Infrastructure (DoD PKI) program by validating identities and processing digital certificate requests for personnel, systems, and devices within a designated organization or command. The LRA ensures that PKI credentials are issued in compliance with DoD directives and federal identity assurance policies across classified (SIPR) and unclassified (NIPR) environments. Responsibilities: Perform identity proofing and validation of individuals requesting DoD PKI credentials in accordance with DoDI 8520.02 and CNSSI 1300 series policies. Process digital certificate requests and support issuance, suspension, and revocation operations for SIPRNet and UNCLASS tokens. Operate and maintain LRA workstations and associated software/tools to interface with the Registration Authority (RA) and Certificate Authority (CA) systems. Ensure compliance with DoD and NIST 800-63-3 Identity Assurance Level (IAL) requirements during in-person validation. Maintain detailed logs, user records, and audit documentation for each PKI transaction to support internal reviews and external audits. Assist in the training and awareness of PKI procedures and end-user responsibilities across supported units. Coordinate with Registration Authorities (RAs), Trusted Agents (TAs), System Administrators, ISSOs, and Information Assurance (IA) personnel for secure and timely processing of credentialing services.
