Found medium size unaltered male dog black (hayward / castro valley)

25 pd male dog all black short hair not neutered has a old injury to front paw or foot limps very frightened at first seems to not like men loves women barks at men. Covered in fleas and ticks in my possession until owner found not chipped or neutered seems to be between 2 and 3 years of age. Not sure of breed!
