The purpose of this Scope of Work is to present the requirements for a Professional Engineer (PE) to review, evaluate, update, and recertify Wilkes-Barre VAMC SPCC (Spill Prevention, Control and Countermeasure (SPCC) plan. A PE is required to comply with 40 CFR 112 regarding Spill Prevention, Control and Countermeasure (SPCC) plans and Pennsylvania Department of Environmental Protection’s (PADEP) “Guidelines for the Development and Implementation of Environmental Emergency Response Plans.” Requirements Contractor shall review, evaluate, update, and re-certify the current Spill Prevention, Control, and Countermeasures (SPCC) Plan for the Wilkes-Barre Veterans Affairs Medical Center (WBVAMC). Contractor shall follow the guidance at 40 Code of Federal Regulations (CFR) Part 112 to address the spill prevention provisions contained in the Clean Water Act of 1972 and any applicable Pennsylvania Department of Environmental Protection (PADEP) requirements.

Environmental Technician - Regulated Building Materials
We are currently seeking an entry level Regulated Building Materials Technician to support our growing program. Previous experience in the Regulated & Hazardous Building Materials field is preferred but not required. This position requires an intermediate level of technical working knowledge of PADEP regulations, as well as other federal, state, and local regulations pertaining to hazardous and regulated building materials. The ideal candidate will have experience with abatement project monitoring, hazardous material building inspections and lead testing.
