Job Overview: We are currently seeking an experienced (2+ years) Regulated & Hazardous Building Materials Professional to support our growing program.  This position requires an intermediate level of technical working knowledge of New York State Code Rule 56, as well as other federal, state, and local regulations pertaining to hazardous and regulated building materials.  The ideal candidate will have experience with abatement project monitoring, building inspections and lead testing. An interest, understanding, or prior experience with mold and other environmental hazards is a plus.  The ideal candidate will enjoy a mix of office and field time.  LaBella offers excellent training and career advancement opportunities. Job Functions: Perform on-site observations of environmental remediation projects under abatement/construction, and monitor the quality of work performed by engineers, consultants, contractors, and sub-contractors. Perform asbestos-related functions including hazard assessments, surveys, submittal reviews, abatement plan and specification review, asbestos sampling, and survey report review. Consult with other staff members on environmental questions arising from the review of plans, drawings and construction project problems and issues. Prepare reports relating to assigned activities. Assist in the development, compilation, and distribution of technical data. Work Environment: Workstation varies depending on assignment. Will require entry into containment areas. Use of appropriate personal protective equipment required at field sites, (i.e., respirators, disposable suits, boots, gloves, hard hats, and eye protection). The successful candidate will be responsible for managing Phase II Environmental Site Assessments (ESAs) in support of real estate transactions, entering sites into and managing sites in the NYSDEC Brownfield Cleanup Program (BCP) including Site Characterizations/ Remedial Investigations, Remedial Alternative Analysis/Remedial Design work and remediation projects. Prior experience with assessing feasibility/cost and detailed design for excavation and off-site disposal projects, in-situ chemical injections (oxidant and reductant approaches), sub-slab depressurization systems, and other remedial systems is required. Environmental Restoration Specialist

Environmental Restoration Specialist shall, at a minimum, support government personnel through: • Providing technical review comments to assist with maintaining compliance with all Federal and State environmental regulations pertaining to all aspects of environmental restoration. Ensuring conformance with Department of Homeland Security and Coast Guard policies and instructions in regards to environmental restoration issues. • Assisting USCG CEUJ staff in coordinating with Federal and State regulatory agency representatives as required and assisting in facilitating stakeholder meetings associated with environmental restoration activities at USCG facilities. • Conducting and preparing environmental restoration technical review comments, providing advice and guidance on environmental restoration design and construction requirements to CEU Juneau Design Project Managers. • Reviewing and summarizing, for government personnel review and approval, whether specific project activities are conducted in compliance with applicable federal and state regulations with the ultimate goal of achieving and maintaining compliance with restoration provisions. • Conducting comprehensive environmental reviews of professional studies, plans, permits, reports and analysis, for government review and approval, 4 Updated 09/25/2023 to satisfy regulatory agency requirements and/or develop practical strategies for restoration, monitoring or management recommendations to maintain or restore environmental conditions. • Providing technical recommendations on environmental planning phasing to designers, engineers, or other professionals working to develop restoration plans or strategies. Requirements PERSONNEL QUALIFICATIONS: Environmental Restoration Specialist MINIMUM QUALIFICATIONS: (minimum 5 years’ experience): The proposed personnel’s demonstrated experience performing work on environmental remediation and cleanup projects INCLUDING: Experience in Resource Conservation and Recovery Act (RCRA) permits and regulations, Experience working with Alaska Department of Environmental Conservation (ADEC) Contaminated Sites Program, Experience performing work on Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) cleanup projects, 2 Updated 09/25/2023 Experience performing field work or remediation work on cleanup projects subject to Title 18 of the Alaska Administrative Code (18 AAC) 75, Remediation and contaminated site cleanup, monitoring, and site closure in the State of Alaska, or similar climate. OTHER QUALIFICATIONS: Although not a requirement, personnel with qualifications above the minimum requirements in are preferred.
