IT Analyst IV (Senior) - High Value Asset (HVA) Support (15.27)  OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology. Responsibilities and Duties OCT currently has an opening for an IT Analyst IV (Senior) to work with our federal client.  The IT Analyst IV will provide dedicated support to DOT's High Value Asset (HVA) Program Management Office (PMO), ensuring compliance with federal and agency HVA policies including requirements outlined in FISMA, DHS BOD18-02, OMB M-19-02, OMB M-19-03, OMB M-23-02, and NSM-10.This position is contingent upon contract award. Primary Job Duties Support the development, improvement, implementation, and sustainment of DOT's HVA Program Review and update HVA Standard Operating Procedure (SOP) documentation annually or as directed Maintain the HVA List, HVA PMO Organization Chart, HVA SOPs, and HVA Review Reports Analyze and design supporting documentation and SOPs for specific HVA processes as defined by DHS BODs and NIST SPs Assess, evaluate, maintain, and recommend changes to the HVA Organizational Chart Oversee remediation plans to address critical and high findings identified by HVA Assessments Coordinate with HVA Assessment Teams, CISA, and Department stakeholders to ensure completion of HVA Assessments Prepare documentation for submission of HVA-related metrics for Quarterly FISMA data calls and annual BOD 18-02 data call Support compliance functions of the HVA PMO through documentation development and maintenance Participate in weekly meetings using Microsoft Teams to provide progress updates and identify risks Collaborate with DHS and CISA to ensure proactive approach to managing HVA requirements Requirements Qualifications/Requirements Must be a U.S. Citizen Minimum 5 years of experience working with NIST security controls and information assurance Minimum 2 years of experience directly supporting Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA) and HVA PMO 4+ years of experience working and supporting HVAs as part of the NIST Risk Management Framework (RMF) process Experience in development of Federal and Agency level HVA Program documentation, including guidance and outreach communications Security+ certification or equivalent cybersecurity certification Understanding of information assurance, cybersecurity, and privacy policies disciplines and methodologies Knowledge of Federal Information Security Modernization Act 2014 (FISMA) Understanding of NIST Risk Management Framework (RMF) Understanding of NIST Cybersecurity Framework (CSF) Understanding of High Value Assets and their Assessment Evaluation and Standardization requirements Knowledge of CSAM reporting and controls management (Common, Hybrid, and System specific) Proficiency in Microsoft tools: Word, Excel, Project, PowerPoint, and Visio Ability to communicate effectively, both orally and in writing Ability to work with customers to assess needs, provide assistance, resolve problems, and satisfy expectations Work Location Primary work location: 1200 New Jersey Ave SE, Washington, DC 20590 (onsite) Situational telework may be approved in advance and in writing by the Contracting Officer's Representative (COR).
