XMSTART is looking to add experienced full-time Budget Analyst to our team in Chantilly, VA. All positions are 100% Onsite. Requirements Responsibilities: Support financial and budgetary activities for Special Access Programs (SAP) using NRO business practices and SAO-unique processes in compliance with DoD/NRO Budget Acquisition standards Create and track funding documents, RCAs, and external agency funding actions using the NRO execution tool Track commitment, obligation, and expenditure of funds throughout acquisition/appropriation lifecycle with execution tools and tailored SAP practices Generate monthly budget execution reviews and provide SAP and non-SAP level financial documentation Assist in development and coordination of annual SAP budgets for groups and/or ACQ/MSA-coded efforts Create, update, and analyze SAP/MSA spend plans; recommend adjustments based on forecast plans Collaborate with Budget Officers for accurate financial reporting aligned with NRO business policies Review BLI requests in compliance with NRO policies including CLINs, Appropriations, ETs, and BOCs Support development of IPBS, CBJB, IPOM, and CJB submissions including multiple budget excursions Provide NRO budget execution support including funding actions, reconciliation, and issue resolution Provide ad hoc support to NRO/BPO inquiries and SAP reporting requirements Use innovative analysis techniques to perform complex trend analysis across financial data sources Evaluate SAO-level execution and ensure alignment with IC/DoD goals and available resources Prepare budget summaries, memoranda, issue papers, charts, and talking points for leadership Review presentations and briefings for action responses; lead cross-SAO budget meetings Consolidate SAO inputs for performance measure development and reporting Recommend improvements for databases, tools, procedures, and strategies for financial oversight Support and standardize NRO business processes for SAO budget reviews Maintain internal controls for monitoring lifecycle commitments and obligations Analyze cost performance reports and contract financial status reports Provide policy compliance guidance for cost accumulation (CAPCO) for all SAO funding actions Assist with NRO PMP Cost Tools for oversight reviews, ensuring accuracy and regulatory compliance Qualifications: Minimum 3 years’ experience in budget analysis, financial planning, or related roles within the IC or DoD environment Strong understanding of DoD/NRO budget and acquisition practices, including SAP financial processes Proficiency in financial systems, execution tools, and reporting platforms used by NRO Excellent analytical, organizational, and written communication skills Experience in preparing high-level financial reports, justifications, and executive presentations Desired/Preferred Qualifications: Familiarity with NRO financial databases and PMP Cost Tools Experience in SAP program financial execution and oversight Advanced knowledge of BLI, CLINs, BOCs, and related fiscal codes within NRO budgeting practices Education: Bachelor’s Degree in Finance, Accounting, Business Administration, or a related field Security Clearance Requirements: Active TS/SCI clearance with CI Poly Reinvestigation date within 7 years if not an active NRO employee

Tax Preparer in Coronado (Coronado)
Coronado tax preparation firm seeking an experienced tax preparer to prepare Individual and Trust tax returns. Other duties will include tax planning with clients, working with IRS and FTB on clients’ tax issues, potentially reviewing returns completed by other preparers, and preparing HOA returns (no prior experience on HOAs necessary). This position offers a huge level of flexibility and freedom when it comes to hours and vacations. Outside of tax season we encourage time off for vacations or afternoons off to spend time with family. Generally you will need to work about 32 hours per week to get the work done outside of tax season. We also encourage work from home a couple days of the week. We are a small office and we service mostly clients with higher billing, which means we don’t work insane hours, even during tax season (estimated 40-50 hours per week in February and 50-60 hours per week from about March 1 to about April 15th). We are hoping to find a long term employee who can grow with our business. Ideally we want somebody who wants to grow the business and eventually run the tax side of the business while the current owner steps back from the tax side of the business to focus on the financial advising side of the business. Estimated pay over the first year is approximately $80,000-$100,000 with annual increases. We pay a base salary of $80,000 and have a generous bonus program based on amount of billable work completed. Our other preparer in the office will make about $130,000 this year. Benefits include a retirement plan with company matching, health benefits, hybrid of in office and work from home (especially outside of tax season), and considerable time off. We strive to have a good work/life balance. Minimum requirements: three years of experience preparing tax returns and an EA or CPA designation. We use Lacerte software so that is a plus. The ideal candidate has good communication skills and experience working with affluent clients (typically having extensive brokerage statements, rentals, and small businesses). The candidate must have knowledge of advanced tax preparation concepts (like selling rentals, K-1s, small businesses), knowledge of legislation, willingness to research issues as required, and be detail oriented while striving to quickly complete tax returns.
