Description

The Norma bilingual Case Manager is responsible for the operational and case management oversight of the Norma Hotel. The Norma Case Manager, under the direction of RSN’s Executive Director, and Sheenia Branner upholds the organization's mission and values. CASE MANAGEMENT Interested parties should understand diverse populations, including those involved with multiple barriers to reentry, employment, and self-sufficiency. This is a challenging position for someone with experience with data collection, group facilitation, peer-to-peer mentoring, one-on-one case management, and a strong leader with good social skills. Basic computer skills required include Microsoft Excel, Access, PowerPoint, and Word processing software, and an overall understanding of grants budgets. QUALIFICATIONS • 2 years minimum recent experience • CAADE Certified, BA, MSW, LCSW, LPT or substance abuse degree is a plus but not mandatory • Excellent computer skills in Windows, Word, Excel, PowerPoint • Reliable & patient • be able to pass a background check to obtain jail clearance. • Justice Involved must be off paper to be able to obtain jail clearance • Knowledge of cultural competency, bilingual is essential to speak English & Spanish, but exceptions are possible • Ability to work with a diverse group of people • Job Duties: o Receive and track referrals for the Norma Hotel.  Initially, referrals will come from APD or community partners and will be vetted by APD and the City’s Program Manager. o Manage waitlist for the Norma Hotel. o Maintain Norma Hotel Participant files. o Always be polite and reasonable when dealing with participants or colleagues. o Complete and track all Norma Hotel Participants’ permanent housing applications. o Attend all staff housing application workshops hosted by SFAPD or community partners. o Take Participants to CASC/THC housing application workshops for Participants. o Ensure Norma Hotel units are turned over promptly and program occupancy does not drop below 80%. o Update/maintain/manage the APD tracking doc for the Norma Hotel. o Complete Norma Hotel intakes, Assessments, and Participant Agreements with Participants. o Organize and attend all case conferences and behavioral conferences for Participants in the Norma Hotel program. o Coordinate with DPOs (when applicable), and the Participants case manager(s) ensuring the Participant is following her/his reentry/treatment plan. o Conduct weekly room inspections of the Norma Hotel and immediately report Participants with more than 2 bags of belongings, whose rooms do not meet program standards, or any damage to the room discovered during the room inspection. o Ensure clients have the proper linen to move into the Norma Hotel o Participate in the quarterly site inspections of the Norma Hotel with the City’s Program Manager at 2697 Mission Street (Norma Hotel.) o Complete Quarterly/Annual reports for the Norma Hotel. o Write all incident reports within 24 hours. Notify APD, DPOs, and the Participant’s case manager of any issues. o Oversee the work of the Norma Hotel desk clerks, ensuring incident reports are written, tracked, and distributed to APD DPOs, the City’s Program Manager, and the Participant’s case manager. o Work closely with the Norma Hotel Resident Manager ensuring all property management duties such as all plumbing, electrical, structural, heat and appliances work in the rooms and the common areas. Contact RSN’s Executive Director to address repairs immediately. o Ensure Resident Manager and desk clerks keep a log of all incidents that happen during their shifts and review and address all issues, and ensure the Night Watchman/Desk Clerk write incident reports.
