OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for a Technical Writer - FISMA/HVA Support to work with our federal client. The Technical Writer will ensure all reports, work products, and deliverables submitted to DOT are in accordance with approved DOT style writing guides and suitable for both technical and non-technical senior management audiences. This position is contingent upon contract award.
Primary Job Duties
Generate detailed and clear reports, communications, and guidance documentation for FISMA and HVA programs
Create executive summaries with high-level overviews of technical findings, risks, and recommendations for leadership and non-technical stakeholders
Develop and maintain Standard Operating Procedures (SOPs) and documentation for FISMA and HVA Programs
Maintain a central repository of documentation including SOPs, general guidance, policy, and reports for knowledge sharing
Create and maintain FISMA and HVA Quarterly Summary Reports annotating reviewed and finalized documents
Update FISMA and HVA Program Plans and Implementation Plans quarterly or as needed
Review and edit all formal and informal reports and work products in accordance with DOT formal style and writing guide
Facilitate, review, and assist with communication efforts to ensure quality and appropriate audience adjustment
Develop quarterly reports annotating all reviewed and finalized documents during each period
Create presentations and guidance documentation including DOT policies and spreadsheets to standardize, train, and track HVA PMO operations
Collaborate with both internal and external HVA stakeholders on routine communications
Requirements
Qualifications/Requirements
Must be a U.S. Citizen
Minimum 3-5 years of technical writing experience, preferably in federal government or cybersecurity environments
Experience writing for both technical and non-technical audiences
Experience creating executive-level documentation and presentations
Experience with document management and version control systems
Experience writing Standard Operating Procedures and policy documentation
Bachelor's degree in Technical Writing, Communications, English, or related field, or equivalent experience
Security+ certification or equivalent cybersecurity certification
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Visio)
Understanding of cybersecurity and information technology concepts
Knowledge of federal documentation standards and style guides
Excellent written and oral communication skills
Ability to translate complex technical information into clear, accessible language
Strong attention to detail and ability to maintain consistency across documentation
Experience with document repository management and knowledge sharing systems
Ability to work independently and manage multiple documentation projects simultaneously
Understanding of FISMA and cybersecurity compliance requirements (preferred)
Work Location
Primary work location: 1200 New Jersey Ave SE, Washington, DC 20590 (onsite) Situational telework may be approved in advance and in writing by the COR

Salary Range: $70,000-175,000 yearly commensurate with experience, education, etc.
