We partner with highly skilled independent professionals who share our mission and bring specialized expertise to support our government clients.  The Office of the CIO (OCIO) of a major government agency requires contractor support to assist technical staff in understanding the technical dependencies, potential challenges and costs associated with separating a large portion of its IT services into an independent entity.  IT services are defined as the IT systems (applications), data, and hardware that support the agency. This includes IT services housed at the agency’s facilities, data centers, and in the cloud, to include SaaS.  The assessment will include more than 25 applications.    Note: This is a 1099 independent contractor opportunity, not a W-2 employee position. Contractors are engaged for specific projects or deliverables and are responsible for their own taxes, insurance, and benefits.  Responsibilities  Develops the Separation Analysis Report and supporting documentation. Responsibilities include preparing architectural diagrams, cost matrices, and comparison tables, as well as documenting methodologies, assumptions, and compliance mappings. The Technical Writer ensures clarity, consistency, and readability across deliverables, and supports knowledge transfer by creating executive summaries and appendices. Requirements Bachelor’s Degree in Computer Science or related field.    At least 5 years experience in Technical Writing.  Demonstrated ability to develop clear, consistent, and well-structured technical documentation.  Experience preparing architectural diagrams, cost matrices, and comparison tables.  Skilled in documenting methodologies, assumptions, and compliance mappings.  Ability to produce executive summaries, appendices, and knowledge-transfer materials for diverse audiences.  Strong editing and communication skills for readability and stakeholder engagement.  Preferred Qualifications  Experience in business process analysis for federal government agencies. This role may be based in Houston or Washington DC. This role primarily involves managing, producing and reviewing analysis of current and future cyber threats to all business sectors and to public sector organizations. The analyst will support and lead on delivery of bespoke threat assessments and client inquiries. The analyst will support the business development, sales and marketing activities of the team as relevant to support the winning of projects for clients, including producing thought leadership content. The analyst will lead on quality assurance of daily intelligence reports and strategic reporting on our threat intelligence platform. Tasks and responsibilities Consulting Contribute to and lead on delivery of bespoke threat assessments for clients, ensuring high quality and actionable outputs aligned to client requirements. Project manage client projects where appropriate, including taking responsibility for all or select aspects of project management (set-up, invoicing, internal / external comms, resourcing, managing projects effectively and efficiently) Support senior colleagues as relevant in analytical, reviewing, briefings and project managing threat assessments. Marketing and business development Contribute to business development activity including through scoping, drafting proposals / capability statements, pricing and delivery of consulting engagements. Produce marketing materials and public-facing assessments designed to demonstrate CTI capability and subject matter expertise. Responsible for liaising with senior team members in CTI, Digital Risks and other internal teams to highlight key threat developments and reports to be shared with clients and prospects. Brief specific clients and external audiences in closed and public format presentations on a range of cyber threat and technology-related topics. General analytical responsibilities Responsible for developing, maintaining and demonstrating strong subject matter expertise in cyber threat actors, computer network operations, electronic warfare, and geopolitics through attendance at conferences, industry events and constant research. Actively contribute to the team’s thought leadership and key analytical lines by proactively identifying new trends and developments. Requirements Educated to degree level or several years work experience in an intelligence, cyber security or social science field (Military, Terrorism, Politics, International Relations, Intelligence Studies). Highly motivated and ambitious individual with ability to self-task and develop own research. Practical knowledge and understanding of cyber security concepts and mitigation methods. Practical demonstrable experience in the field of intelligence production, analysis, and review. Ability to present technical information and analysis to a non-technical audience. Experience presenting to senior stakeholders with an ability to adapt style and content to the experience and knowledge of the audience. Demonstrable experience in the field of cyber threat intelligence, cyber security and / or geopolitics through academic or professional engagement preferred. Understanding of both qualitative and quantitative analytical tools and techniques preferred. Intelligence analysis (CREST, NIAT, GIAT, DIAM, City and Guilds), CTI (CRTIA, CPTIA or CCTIM) or cyber security (CISSP, CISM, CEH, CLASS) qualifications are highly desirable but not essential. Experience using MS SharePoint tooling, including PowerBI and PowerAutomate preferred. Knowledge of additional non-English language is preferred. Ideal languages: Mandarin, Russian, Farsi, Arabic, Korean, and / or Spanish. The base salary range for this position in Washington DC is $80,000-$90,000 per year.
