Cat sighting maybe LOST (Lebanon)

Saw this cat today near Alice Peck Day in back parking lot. It was kinda friendly and I noticed it was wearing a black cat harness that was twisted on his or her back. Thinking cat escaped off harness and is lost. I couldn't get it. Anyone recognize this cat?
