XMSTART is looking to add an experienced and strategic full-time Budget Analyst to our team, in Chantilly, VA. This position is 100% onsite in support of the NRO’s/ (Directorate), Budget and Financial Management team. Requirements Responsibilities: Work side-by-side with the client to execute funding actions Assist in the commitment and obligations of funds, oversee the execution of funds on various contract types, and organize cost estimates to outline budgetary needs Develop, update, and maintain funding lines that outline costs for existing requirements/contracts, plan for future financial requirements, and ensure accounting lines are updated consistently with OMB/IC directives all within the agency's financial management system Prioritize new funding requests for government approval and ensure funding needs are consistent with the program’s priorities and total budget request Lead the program’s analysis team that advises budget execution and provides analysis that provides insights into contract spending, identify funding risks (overrun/underrun of baseline costs), develop spend plans (the outlining of obligations and expenditures), and advises on the best use of program funds Support daily interaction with customers and supporting contractors is required, necessitating business consultation, meeting coordination, and preparation/support for contract briefings Develop plans and execute tasks to generate estimates, reports, and briefings for government review and acceptance Review contractor-provided deliverables, as required, for both accuracy and quality Qualifications: Requires 5+ years of Budget Formulation/Financial Management experience Future Years Defense Program (FYDP), Intel Program Budget Submission (IPBS), and Congressional Budget Justification Book (CBJB) experience Strong analytical and critical thinking skills Strong interpersonal and communication skills Desired/Preferred Qualifications: Excellent negotiation, oral, and written communication skills Experience in contract risk management and negotiation Strong written correspondence skills Ability to synthesize complex financial contractual requirements Ability to communicate to internal/external collaborators with different backgrounds and disciplines Ability to work independently with minimal supervision Strong organizational skill and ability to handle a fluctuating workload and multiple priorities Deliver on commitments be reliable, highly organized and structured, risk sensitive, agile and creative Education: Bachelor or Master degrees in any business focus (preferred) Security Clearance Requirements: Active TS/SCI clearance with CI Poly Reinvestigation date within 7 years if not an active NRO employee
