JOB SUMMARY:  The principal role of the housing specialist is to provide intensive community based social work services including coordination, advocacy, support and encouragement. Specific responsibilities include Housing First case management for individuals and families experiencing chronic homelessness and/or housing instability.  Specific duties include screening, intake, assessment, barrier removal, life skills training, property manager negotiation, habitability inspections, outreach, information and referral, and ongoing client supportive services. The primary working location for this position is Clark County, Washington, however, geographic boundaries are subject to change. JOB RESPONSIBILITIES: *Maintain a working knowledge of all program requirements, including eligibility, enrollment standards, and definitions. *Conduct screening, intake and/or referral of internal and external requests for service. *Provide progressive person-centered and strength-based engagement, assessment, and ongoing case management and supportive services using the principles of Assertive Engagement. *Develop trauma informed client relationships that promote independence and encourage the unique strengths of each participant. *Maintain a working knowledge of mental health, addiction recovery, disability, and social service resources in the metro area.  *Provide education regarding benefits (WIC, Medicaid, TANF, SNAP, veteran-specific benefits, SSD, SSI, Medicare, etc.) while ensuring that participants have control over their choice of service providers. *Coordinate multi-disciplinary service providers (eg. healthcare, wellness, addictions, mental health, employment, and social services). *Provide housing search assistance and direct property management/landlord advocacy. *Research and compile data on new resources; update current resource information on a regular basis and distribute information to both residents and staff. *Effectively work with individuals of diverse backgrounds. *Meet client service standards set forth by Program Director/Manager regarding quantity, type and quality of services to be delivered to clients. *Effectively communicate agency policy, mission, values, and decisions to program staff, collaborating organizations, and the community. *Provide part-time coverage (6 hours per month) for the Worker-of-the-Day (WOD) program. Meet face-to-face with walk-ups at the *Dancing Tree Resource Center and take calls from individuals seeking information and resources to help them identify community, social, and family supports. *Accept other work assignments as assigned by the Housing Director and/or Manager. REPORTS TO: Clark County Housing Program Supervisor  REQUIREMENTS AND QUALIFICATIONS: *Bachelor’s degree or equivalent in social work or related field. *Equivalent experience may be substituted for education requirement. *Experience in human services, preferably working with families/individuals experiencing poverty and homelessness. *Experience in working with clients who identify having mental health, addiction/recovery, and other long term disabilities. *Demonstrated ability to effectively work within a strength-based, integrated family support service delivery model. *Ability and willingness to work as a team member and support Impact NW’s mission. *Sensitivity and ability to relate to people from diverse lifestyles and cultures. *Ability to communicate effectively, both orally and in writing. *Possess good organizational skills and ability to prioritize multiple and varied tasks. *Ability to work independently and be self-motivated. *Good working knowledge of Microsoft Office computer programs. *Ability to travel efficiently in urban and rural areas and between multiple counties. The Housing Retention Specialist for the New Beginnings’ Encampment Resolution Project will engage, assess and assist eligible clients as referred by our Encampment Resolution Project, by partnering with clients to build skills and access resources and support systems necessary to maintain their housing. The Housing Retention Specialist will meet with clients to provide supportive services and to promote housing retention, community integration, life skills, and improved health and wellness. The Encampment Resolution Project will work to resolve 21 vehicle encampments county-wide. The Housing Retention Specialists will report to the Encampment Resolution Project Coordinator and the Vehicle Encampment Resolution Program Manager. The goal of the project is to house 150-300 individuals residing in these encampments. We are hiring two Housing Retention Specialists - one based out of our Santa Maria office and one located in our Lompoc office. The Housing Retention Specialists will be in the field at least 75% of the time. Position Duties: • Facilitate the connection and enrollment of clients into eligible and applicable programs and resources; • Support clients, collaboratively working with their landlords, neighbors, and existing case management services as needed in order for the client to thrive within their housing; • Assist clients in relocating to more appropriate housing if needed; • Strive to recognize the best in each client and to support the meaningful change they seek through building relationships and utilizing motivational interviewing techniques and strength based case management techniques; • Provide client engagement by welcoming the client to their new community, addressing basic needs, establishing trust and assisting the client with understanding the services that are available to them; • Meet with clients on a regularly scheduled basis and document growth and strength in progress notes and in Fulcrum and HMIS; • Provide home and field based services as appropriate and transport clients as needed to essential appointments that support their well-being; • Assist client with navigating and abiding by their lease obligations; • Support clients with learning and practicing fiscal responsibilities; • Assist client with their physical and mental health needs by providing support and linkage to appropriate services and/or our internal multi-disciplinary team; and • Participate in client review meetings and provide input to community partners as appropriate. Expected Competencies: • Bachelor’s Degree or higher in Human Services or related field preferred; and a minimum 1 year case management experience or related professional licensure or certification i.e.; LCSW, MFT, CADAC, LVN, LPT, etc.; • Knowledge of HMIS and Housing First model preferred but not required; • Experience with homeless, vulnerable and/or diverse population and the knowledge surrounding poverty and social factors involved; • Ability to understand the needs of formerly homeless people with disabilities and to develop collaborative goals towards greater self-sufficiency and independence in the greater community; • Respond to all persons in a calm, supportive and professional manner; • Knowledgeable of the dynamics of chemical dependency, mental disorders and the effects of homelessness; • Excellent verbal and written skills; and • Working knowledge of Microsoft Suite, computer literacy and willingness to learn other applications. • Must have own working transportation with liability insurance to conduct job-related travel; • Must successfully complete a background check and meet insurance carrier’s requirements for approval to drive; • Must satisfactorily pass the company’s background, DMV and reference check • Bi-lingual a plus but not required. Work hours are Monday - Friday, 9-5 although there will be some nighttime and weekend hours on occasion to attend community events and/or to manage any off-hour client crises that may arise.
