This position will work with multiple departments and/or program areas and exercise an executive level of independence combined with professional judgment. Employees at this level are expected to perform recurring or new work with frequent variation that is of a high level of complexity. This position will serve on the City’s executive leadership team and is required to enter into an employment agreement with the City. JOB QUALIFICATION REQUIREMENTS: Mandatory Requirements: Bachelor’s Degree from an accredited four-year college or university in Information Technology, Computer Science, or a related field, and a minimum of eight (8) years of experience in information technology or related industry experience. At least four (4) of those years must have been spent in senior IT management within a state or local government organization, or any satisfactory equivalent combination of education, training, and experience relevant to the position. Level 4 CJIS certification, required within first sixty (60) days of employment. Necessary Knowledge, Skills, & Abilities: The IT Director must stay abreast of evolving technology, cybersecurity, and regulatory compliance requirements. The IT Director represents the City of Redmond in the local government IT community where they will network and collaborate with peer organizations. Strong listening, communication, and customer service skills. In-depth knowledge of network administration, data center operations, cybersecurity best practices, business processes analysis, and best practices and principles of applied information technology. Knowledge of the laws and regulations governing information services technology; practices and principles of public/business administration and decision-making related to information services. Knowledge of the municipal organizational structure and operations, and the ability to effectively implement departmental and enterprise-wide technology solutions. Thorough experience in the application of the principles and practices of municipal government budget preparation and administration. Skills in use of project management practices and principles. Thorough experience in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Experience managing the enforcement of regulatory compliance (i.e.: CJIS, PCI, HIPAA, GDPR, etc.). Experience managing and enforcement of cybersecurity framework standards (i.e.: NIST, ISO, SOC2, NERC-CIP, etc.). Working knowledge of government specific systems (SCADA, ArcGIS, SQL-based Utility Billing, AMR, etc.). Experience with government procurement. Working knowledge of Microsoft 365 tenant administration, with significant proficiency in Excel. Ability to identify technical limitations, operational inefficiencies, and resource inefficiencies and solve through standardization, process improvement, and workflow creation. Ability to troubleshoot, organize, and simplify complex technical problems in order to effectively scope and delegate projects and tasks. Special Requirements/Licenses: The position requires employees to operate a motor vehicle in the course of their position. Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon driver’s license. Must have a safe driving record. Desirable Requirements: For desirable requirements to be considered, one must have met the mandatory requirements noted above: Possession of A+, ITF+, M365 Fundamentals, Microsoft role-based, or similar certification. Possession of Security+, GIAC Security Essentials, CISM, CISSP, or similar certification. Possession of PMP, CAPM, CSM, CPMP, or similar project management certification. Experience in a state/local government setting; knowledge of state and federal laws governing public information and privacy. Working history of web content accessibility oversight, such as WCAG 2. Experience with complex audio and video communications systems. Demonstratable experience with data center re-locations, large IT environment re-locations, and new construction projects. Demonstratable experience with successful navigation of rapid departmental growth. Demonstratable experience with multi-agency, regional, or large-scale emergency preparedness efforts. Demonstratable experience with multi-agency, regional, or large-scale collaboration projects. IT experience in the law enforcement or emergency service industry.
