Found German Shepherd on 7/29 on MacArthur Blvd at Maple Ave (oakland hills / mills)

Found a sweet and docile large male German Shepherd yesterday wandering without a collar on MacArthur Blvd. Dog is very scared, but seems healthy and well cared for. He is docile and has not yet barked, but won't come inside from my backyard. Hides in the bushes, can't be moved. Not aggressive. Black and brown long fur, with a long tail. We took him to the vet but he did not have a microchip. OAS is closed today (7/30) but will bring him there tomorrow if we can get him into a car and no owner shows up today.
