Business Development Manager As a Business Development Manager at Neal R. Location: This is can be a hybrid or a remote role depending on the candidate's location Responsibilities Collaborate closely with the CEO to develop and execute a tailored business development strategy targeting the government and legal sectors. Through building and executing a business development plan, identify and engage with potential clients in courts, government agencies, and law firms, leveraging a relationship-driven approach. Build and maintain lasting relationships with key decision-makers, understanding their unique needs and positioning our digital court reporting solutions as the ideal fit. Implement a robust follow-up system to ensure timely responses and continuous engagement with prospects and existing clients. Proactively identify new business opportunities, emerging trends, and industry shifts to guide strategic decision-making. Take ownership of the business development process, from initial contact through proposal preparation and negotiation, to contract closure. Act as a liaison between clients and internal teams to ensure a seamless transition from business development to service delivery. Follow the established sales process and consistently utilize the CRM to document prospect interaction, ensuring efficient lead management. Establish and utilize a business development budget in conjunction with the company leadership team. Qualifications 5+ years of experience in business development or client relationship management, preferably within a B2B service industry or government contracting. Proven track record of successfully establishing and nurturing client relationships, preferably within government or legal sectors. Strong administrative and organizational skills with the ability to manage multiple tasks and priorities effectively. Excellent written and verbal communication skills, with a knack for conveying complex ideas clearly and persuasively. Demonstrated ability to oversee and manage multiple proposal and capture efforts simultaneously and provide advice and guidance in a timely fashion. Autonomy and self-driven attitude, coupled with the ability to work collaboratively in a team-oriented environment. High level of persistence and dedication to achieving goals. Proficiency in CRM software and Microsoft Office Suite. Based in Washington, DC to work out of our headquarters office. You will lead the strategy, drive competitive analysis, activate teaming relationships, and guide the development of compelling win themes. You will interface directly with government customers during market research, RFI, draft RFP, and Q&A phases. You will bring clarity to ambiguity and move fast to position Essnova ahead of each procurement cycle. You will hand off fully captured opportunities to the proposal team, ensuring compliance matrices, technical solutions, and teaming documentation are complete and airtight. Strategic Ownership of Capture Efforts: Lead high-priority captures from opportunity identification through post-submission debriefs, ensuring alignment with Essnova’s growth goals and customer needs. Maximize Contract Vehicles: Aggressively position Essnova’s GSA OASIS+ (five domains), GSA MAS, and 8(a) STARS III vehicles to pursue and win complex task orders and IDIQs, especially in federal civilian and defense markets. Pipeline Leadership: Build and mature a robust pipeline of strategic pursuits using tools such as SAM.gov, GovWin, and FPDS, and ensure visibility and accuracy through meticulous CRM tracking with HubSpot, AI, or otherwise. Develop Winning Strategies: Lead the development of capture plans, win themes, competitive assessments, pricing strategies, and customer engagement plans. Collaborate cross-functionally to define differentiators and solution architectures that resonate with evaluators. Agency and Partner Engagement: Cultivate and maintain strong relationships with federal contracting officers, program managers, and industry partners. Lead outreach to potential teammates and negotiate teaming agreements (TAs) and NDAs. Proposal Collaboration: Partner with proposal teams and technical SMEs to translate capture strategy into compelling, compliant proposals. Actively contribute to color team reviews and serve as the voice of the customer throughout. Market and Competitive Intelligence: Lead research and analysis of customers, incumbents, and key trends to inform pursuit decisions and optimize win probability. Compliance and Best Practices: Ensure adherence to FAR, DFARS, and capture management best practices, including Shipley or APMP-aligned methodologies. Requirements Qualifications & Experience Bachelor’s degree in Business, Engineering, Information Technology, or a related field (Master’s preferred). 7–10+ years of federal capture management and BD experience Proven record leading and winning pursuits $10M+ Experience with major vehicles (e.g., OASIS+, STARS III, Alliant, GSA MAS) Familiarity with 8(a), HUBZone, and other small business strategies Certifications: Preferred APMP certification or formal Shipley training strongly preferred. Contract Vehicle Experience: Deep familiarity with GSA OASIS+, STARS III, Alliant, GSA MAS, or other major GWACs/IDIQs. Experience with SBA 8(a), HUBZone, and socioeconomic strategies is essential. Technical Domain Familiarity: Knowledge of one or more of Essnova’s core markets: IT/Cyber, GIS, Healthcare, Environmental, or VAR is highly preferred.
