SciTec has an immediate opportunity for a talented Chief Engineer to support our programs delivering Next-Generation Missile Warning software. This is a unique opportunity to join a small business delivering core capabilities for National defense. You will work within a fast-paced team delivering end-to-end software processing of Overhead Persistent InfraRed (OPIR) sensor data for Missile Warning, Missile Defense, Battlespace Awareness, and Technical Intelligence. Candidates will develop, implement, and run engineering processes in support of a large Agile software development program. Candidates will provide engineering leadership to development teams including subcontractors and will be responsible for ensuring team work products meet program requirements. SciTec seeks a candidate who will thrive in a collaborative environment where they can solve challenging engineering problems in support of critical national security objectives. Responsibilities Architect and design systems: Define the end-to-end data processing architecture, from raw data ingestion to product delivery, ensuring scalability, security, and performance. Guide technical development: Lead the engineering teams developing algorithms for data processing, calibration, and analysis, including implementing AI/ML models. Establish standards: Set technical standards and processes for data handling, quality, and integrity to ensure all system development complies with mission and regulatory requirements. Technical oversight: Support engineering review boards and provide technical direction to ensure the integrity of deliverables and the overall system Communicate with stakeholders: Act as the primary technical interface between the engineering team, program management, senior leadership, and external customers. Present complex technical concepts and project status clearly. Manage risk identification, mitigation strategies, and technical problem resolution Provide technical leadership and mentorship to engineering teams, fostering innovation and high-quality deliverables Ensure all system components meet operational, reliability, security, and performance requirements Serve as the principal technical liaison between the program and government program offices Other duties as assigned Requirements Bachelor’s degree in Engineering, Physics, Computer Science, or a related technical discipline; Master’s or PhD preferred. Minimum 10 years of progressive experience in aerospace, defense, or government contracting, specifically in OPIR systems Proven track record of leading complex systems engineering projects and cross-functional teams Secret Security clearance is mandatory Excellent communication, leadership, and stakeholder management skills Candidates who have one or more of the following skills will be preferred Domain experience with remote sensor systems or ground architectures, especially experience with OPIR sensor processing. Experience supporting systems engineering programs in the defense and aerospace fields Experience with Agile software development methods. Familiarity with the Earned Value Management System. Working with other offices and bureaus, foreign affairs agencies, and Congress, OBO’s challenge is to set worldwide priorities for the design, construction, acquisition, maintenance, use, and sale of real properties and the use of sales proceeds.   The Department of State, Bureau of Overseas Buildings Operations, Directorate of Program Development, Coordination, and Support (DOS/OBO/PDCS) is responsible for the design, coordination, and management of OBO’s construction and renovation programs.   The Office of Project Development and Coordination (OBO/PDCS/PDC) provides project management and project management support for projects from inception through completion. The projects that will be supported by this requirement are in U.S. facilities worldwide. These projects include studies, reports, renovations, repairs, and new construction.
