Small beige or tan dog spotted by train tracks (CHW train line outbound right before North Philly stop)

Seen from the train, CHW traveling outbound and just before North Phila station, a little tan dog wandering along the tracks. It could be someones lost pet :( Seen at 11:15am Fri Aug 22, on the map area in photos. Google maps tags it as strawberry mansion. It was walking the opposite way of the train i was on, so in the inbound direction. I hope someone can get this little dog and find its home. Sorry the pics arent the best.
