Mid level All-Source Analyst (Production): Conducts analysis using intelligence and information from multiple sources to assess, interpret, forecast, and explain a range of national security issues and developments that are regional or functional in nature. Provides all-source analytic support to collections, operations, investigations, and other defense intelligence analytic requirements. Provides all-source analysis to include: research, evaluation and deconfliction of single-source classified reporting, technical intrusion information, other agency all-source finished intelligence, open-source information and other relevant data. Categorizes and characterizes cyber threats and malware to help identify trends and changes in the activities of the cyber adversaries. Adheres to Office of the Director of National Intelligence (ODNI) and Defense Intelligence Agency (DIA) all-source analytic tradecraft and standards. Establishes and maintains communications with counterparts in the Intelligence Community, the service components, other combatant commands, Cyber National Mission Force, Department of Homeland Security/NCSD, CERTS and Information Assurance Centers to collaborate on analysis and identify changes in the environment (This is done only at the direction of leadership and in accordance with the guidance of government sponsors within assigned division). Maintains cognizance of events occurring both within the U.S. government systems and internationally as directed to identify possible relationships to established knowledge base. Provide all-source analysis in support of operational mission objectives to identify cyber entities for further target development. Enter validated entity information into Modernized Integrate Data Base (MIDB) or follow-on mechanism. Uses intelligence production tools and databases, to include Tripwire Analytic Capability, Intellipedia, Palantir, MIDB , Cyber Common Operating Picture (CyberCOP), Target Knowledge Base, Cyber Threat Matrix, Automated Message Handling System, WISE Information Management System, Network Knowledge Base, FoxTrail, CENTAUR, ispace, Pathfinder, and Microsoft OneNote. Provides intelligence support, including the following: Intelligence Support to Planning and Operations - The Contractor shall provide all-source JIPOE support to offensive cyber operations / defensive cyber operations (OCO/DCO) planning and execution to include production of cyber related Intelligence Estimates and associated products. This analysis shall include direct support to the Intelligence Planning Teams (IPTs), as required. Threat Trends and Indicators - The Contractor shall produce bulletins and briefs related to assigned area of responsibility. These shall include specific changes in tactics, techniques and procedures (TTP) and technical trends in cyber threats directed at the DoDIN and U.S. critical infrastructure/key resources (Cl/KR), as required. The Contractor shall also monitor threat activities to develop specific cyber indicators to support the role in the Defense Warning Program. Cyber-Related Exercise Support - The Contractor shall provide scenario development, white cell or role-playing support to cyber related exercises, as required. Staff Support - The Contractor shall respond expeditiously to staff requests for information, as required. Product Development - The Contractor shall assist in the production, editing, publishing and dissemination of clear, concise, timely and relevant cyber analytic products, as required. Briefing - The Contractor shall develop and present intelligence slides and in-depth briefings and presentations related to assigned area of responsibility to staff up to GO/FO level. Meeting Support - The Contractor shall, as required, provide support to meetings related to assigned area of responsibility. This shall include meetings within the Command or held at other government or cleared defense contractor facilities. Travel may be required for long distance meetings, but virtual participation is preferred. Requirements TS/SCI Security Clearance Possesses either a certificate of completion /or verified work experience/course work equivalent to the skills identified in DoD Directive 8570.01 for IAT level 1 or IAM level 1. Three (3) years of experience relevant to the specific labor category with at least a portion of the experience within the last two (2) years and either a Bachelor’s degree or an additional four (4) years of direct experience, for a total of seven (7) years of experience in the specific labor category may be substituted for a Bachelor’s degree. Demonstrates comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category. Demonstrates ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced. Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines. Demonstrates ability to work independently with minimal oversight and direction. Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution. Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence. Demonstrates ability to lead teams in researching multifaceted or critical problems. Provides guidance in selecting, designing, and applying analytic methodologies. Uses argument evaluation and validated analytic methodologies to challenge differing perspectives. Desired Skills Desired Experience: At least 8 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years. Desired Education: Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education. PROVIDE TECHNICAL MANAGEMENT AND CONTROL Provide technical management and advisory support for projects across DIU portfolios. In doing so, the candidate shall perform any combination of the following duties:  A. Serve as a Technical Advisor in DIU solicitation activities only when a signed NDA is on file. This does not include performing oversight of solicitation activities, voting, or making decisions on solicitation outcomes. B. Provide subject matter expertise in systems capabilities across land, sea, air, cyber, and space including robotics programs and technology, prototype development, and technology transition, including current and future remote sensing and C5ISR capabilities. C. Provide technical expertise in support of technical meetings, exercises, demonstrations, simulations, and engagements. D. Support the development and execution of the prototypes, including need definition, project planning, prototype implementation, post-prototype assessment, and transition to DoD partners. E. Coordinate implementation and engineering support for portfolio projects, to include coordinating the solution of relevant technical and programmatic problems and assessing the technical feasibility of commercial solutions. F. Work closely with government partners and commercial vendors as a technical manager facilitating non-traditional and/or traditional vendor relationships throughout the prototype development lifecycle. G. Participate in key intra- and inter-agency meetings and coordinate, collaborate, and drive buy-in with senior government officials, executive leadership, and other high-ranking stakeholders. H. Provide reviews and assessments, analyses of applicable technologies and operational concepts, system requirements, test plans, executions, results, and related technical documentation. I. Participate in milestone reviews, testing, and simulations, as appropriate. J. Support responses to official requests for information and other tasks from government partners and stakeholders. K. Leverage support from subject matter experts to perform independent reviews and detailed technical assessments of commercial technology and their specific applications. L. Develop or utilize analytical and due diligence tools for the evaluation of potential funding projects. M. Build financial models to assess technology investment decisions and assist in program management of specific funding projects. N. Evaluate and define the need for new or enhanced technology funding solutions and applications and to connect and transition solutions, and lead project teams to negotiate and close funding relationships O. Develop and maintain an overview of portfolio priorities, in-process projects, and portfolio companies and manage overall portfolio performance metrics and analytics. P. Conduct technology market research, develop market maps, and DoD investment strategy recommendations to support defense modernization priorities in the DIU portfolio areas R. Establish and cultivate relevant contacts with key stakeholders in the DIU portfolio areas and work with DoD/Government components to identify and document areas of future interest and need for technologies and products to address DoD strategic priorities. S. Maintain contact with the funded partners to ensure the goals of the projects are met T. Prepare program updates, white papers, technical papers, briefs, and meeting materials on portfolio programs and projects. Coordinate the implementation and engineering support of Advanced Energy projects to include coordinating the solution of relevant technical and programmatic problems and assessing the technical feasibility of commercial solutions. Ability to deliver multi-discipline, multi-stakeholder projects that demonstrably improve operational capabilities (measured by increase in accuracy, decrease in cost, decrease in time) and enhance scientific collaboration, knowledge sharing, and research for the relevant community.
