As Scoutʼs Assistant Manager of Preconstruction, you will play a pivotal role in the development, design and construction planning of Scoutʼs utility-scale wind, solar and battery energy projects. You will take ownership and lead the engineering, procurement, and construction planning scope of work for assigned projects from early development through to notice to proceed (aka the preconstruction phase). You will develop relationships with technical consultants and manage them closely to deliver technical work products. You will report to Scoutʼs Senior Manager of Preconstruction and may be assigned other duties to support Scoutʼs growth as technical experts in renewable energy. Your attention to detail and ability to concurrently drive multiple work streams forward on time and on budget will be key to your success. Your technical knowledge of utility- scale wind, solar and BESS plants and your ability to communicate with audiences who have a wide range of technical proficiency will determine your effectiveness in this role. You must have the ability to work collaboratively in cross-functional teams whose success depends on soliciting and integrating the technical expertise of every member. Preconstruction Responsibilities At the outset of your engagement on each project, you will work closely with the multidisciplinary Scout team to define project constraints and prioritize metrics for the projectʼs success. This individual will be a key contributor in the mechanical design, integration, test, and qualification of opto-mechanical systems for operation in a high-vibration, thermally dynamic, and radiation-rich spaceflight environments (e.g. Low Earth Orbit). This position will, at least initially, be in support of a technology demonstration mission in collaboration with NASA JPL/Goddard that will demonstrate a first-of-its-kind quantum gravity gradient (QGG) sensor on a dedicated satellite. RESPONSIBILITIES The Project Developer will be a key member of the team helping lead greenfield assets through the development cycle (from site acquisition through LNTP). Key responsibilities include: Lead all phases of project development from site acquisition, through interconnection, and permitting. Develop project budgets, timelines, and appropriate stage-gates - then manage performance to those levels. Provide regular updates and make strategic recommendations to senior executives, which includes raising both concerns and opportunities for the development portfolio. Manage environmental / site due diligence and evaluate the findings. This includes hiring consultants to conduct Phase I ESAs, wetlands delineations, title reports, surveys, geotechnical reports, cultural & historical resource reports, and any other necessary deliverables for site development. Oversee local zoning and permitting process, with assistance from consultants and internal team. This includes serving as a liaison with the local AHJ and community to present the project, address concerns, and obtain zoning approvals. Work closely with interconnection team to diligently guide projects through utility interconnection process and to quickly identify good or bad study results. Requirements 2 – 5 years of experience in renewable energy development, particularly in solar and/or battery storage projects. A breadth of experience in all aspects of greenfield project development from site acquisition through LNTP. We seek applicants with a deep and detailed understanding of all elements that create a successful project. Successful track record of managing cross-functional teams and/or third-party consultants throughout development life-cycle. Extremely strong attention to detail. Solid financial acumen, with ability to manage project budgets and understand key project valuation drivers. Good familiarity with Excel required. May require extended hours.
