Submit application at https://mountainline.az.gov/employment/ Safety Statement This is a safety-sensitive position subject to the rules and regulations of the Drug and Alcohol Policy and required testing policy per the Federal Transit Administration (FTA). The incumbent is required to fully comply with all operational safety rules and regulations established by Mountain Line. Job Purpose of a Safety Specialist The Safety Specialist is responsible for assisting the Workforce Director in developing, implementing, and monitoring safety programs, policies, and procedures to ensure compliance with federal, state, and local regulations. This position promotes a culture of safety throughout the organization by coordinating training, analyzing accidents and incidents, and working closely with employees, superintendents, and management to reduce risks and ensure a safe environment for staff and the community. Essential Functions and Responsibilities • Assist the Workforce Director in the development, implementation, and monitoring of the Public Transportation Agency Safety Plan or PTASP. • Investigate accidents, incidents, and near misses; prepare reports with findings and recommendations of corrective action at the Accident Review Committee, or as needed. • Maintain safety records and databases, ensuring timely and accurate reporting information to regulatory agencies as needed. • Develop and deliver safety training programs for all staff. • Assist the Workforce Director with the Drug and Alcohol Program, both for safety sensitive and non-safety sensitive employees. This includes obtaining a certification to do onsite urine and breath collection. • Support emergency preparedness planning and participate in drills and exercises. • Monitor compliance with personal protective equipment (PPE), policies, and workplace safety practices. • Act as a safety resource for employees, encouraging hazard reporting and promoting a positive safety culture. • Create and update a training policy to provide direction to all staff on new and reoccurring training needs and timeliness for completing or repeating training. • Assist the Workforce Director in investigating complaints. • Participate in Safety Committee meetings and contribute to charter development. Attendance Attendance should be regular and predictable. General employment policies regarding vacation, sick, and unpaid leave apply. There may be occasional requirements to report to work on a day off for emergency situations. Confidentiality This position deals with sensitive internal information and data. The incumbent is required to keep a high level of discretion in handling confidential information and is required to maintain knowledge of rules and regulations governing employees’ private information and customer confidentiality. Knowledge, Skills, and Abilities Knowledge • Strong knowledge of transit safety regulations, including FTA, FMCSA, and OSHA standards. • Strong investigative and analytical skills with the ability to identify root causes and recommend corrective actions. Skills & Abilities • Ability to work independently and collaboratively in a fast-paced environment. • Ability to manage multiple projects and meet deadlines. • Excellent communication and interpersonal skills with the ability to deliver training and written or verbal reports. Working Conditions, Exposure to Risks, and Physical Dangers The incumbent works in an office and field environment with minimal exposure to risk or physical dangers. Because of the potential exposure associated with the work, incumbents in this job are required to follow all Mountain Line safety procedures, manuals, and guidelines. Additionally, incumbents are required to properly wear safety-related clothing, protective hard hats, gloves, footwear, tools and equipment, and other safety-related gear. Incumbent may also be required to respond to accidents, incidents, or drug and alcohol testing events, outside of normal working hours. Education Requirements: • Associate’s degree in safety, occupational health, transportation, or related field is preferred. • Two to three years of experience in safety coordination, risk management, or public transportation operations preferred. Licenses, Training, and/or Certifications Required: • Valid Arizona Driver’s License with clean 5-year Motor Vehicle Record (MVR). • TSSP Certification or the ability to obtain TSSP Certification.
