Power Systems Engineer I - Transmission Planning
JOB-2239 Hybrid Duration: 12 months This position supports the regional transmission planning process, which involves assessing long term transmission system adequacy and reliability, and evaluating and recommending bulk transmission system expansion or enhancement options. It is part of the Transmission Coordination & Analysis Department, which is responsible for coordinating the successful installation of these expansions or enhancements. This includes coordination of engineering and construction activities with Transmission Owners, and coordination with RTO Operations to facilitate outage planning, model coordination, and operations studies required to energize new transmission infrastructure upgrades. The position also supports the competitive transmission solicitation process that RTO implemented in response to FERC Order 1000. Through this process, the RTO provides a platform by which transmission developers validate, review and provide competitive transmission solutions for reliability criteria violations as well as market efficiency analysis of the RTO system. Transmission Coordination & Analysis plays a key role in the proposal evaluation and selection process. This role includes designated entity authorization, overall project constructability evaluation and cost containment evaluation. Essential Duties & Responsibilities: Assist in maintaining the RTO Planning database as an accurate source of information for all related planning activities. Support outreach to RTO transmission owners for timely updates regarding RTEP project status for RTO database tracking and RTO management reports. Provide analytical support, managing data entries and requests from the Planning database in support of the lead engineers and manager of the Transmission Coordination & Analysis department. Support the maintenance of the department compliance calendar for tracking requirements from NERC Standards and RTO governing documents. DNI is currently looking for a proficient Network Administrator to provide support to the U.S. Air Force (USAF) at Langley AFB (Ryan Center) located in Hampton, VA. The preferred candidate will serve as a technical subject matter expert in Air Operations Center (AOC) Network Administration for an information processing organization dedicated to delivering field-level support for AOC operations. Requirements • Provide operational, training, mentoring, and technical assistance for installation, configuration, and maintenance of communications systems and networks supporting the AOC Weapon System. • Install, operate, maintain, administer, and manage AOC Weapons System network infrastructure, data links and systems to ensure services are operational and available with minimal interruption. • Monitor and control networks, available bandwidth, and hardware/software resources. • Activate circuits, execute end-to-end troubleshooting for circuit and network outages, and coordinate with external entities (such as theater J6s, AOC sites and NOSCs) as required. • Maintain audiovisual processing/distribution equipment and infrastructure. • Analyze, manage, and perform maintenance on Classified and Unclassified unit-controlled networks/network segments IAW DoD, USAF, and SPO policies. • Implement and enforce national, DoD, and USAF security policies to protect networks from internal and external threats (including perimeter security system (PSS), boundary security system (BSS), and Information Server Environment (ISSE) guard as required). • Work with other unit Network Administrators to ensure standardization among AOCs. • Install, configure, upgrade security hardware, and perform security intrusion assessments, in coordination with cybersecurity professionals. • Monitor C2 system network capabilities and limitations. • Configure network hardware and software to specifications. • Assist with development and evaluation of training plans, and training related to AOC network administration. • Provide Ryan Center communication infrastructure support. • Provide on-site support to research and development efforts relating to the AOC Weapon System and/or C2 system integration, operation, and testing in support of trouble ticket resolution as well as test and exercise events. Support will be on an ad hoc basis and may require OCONUS/CONUS travel. • Provide subject matter expertise, when required by the Government, at meetings regarding network administration issues. • Provide trouble ticket management, coordination, and resolution as a member of a global AOC/C2 system help desk. • System/Equipment Supported. The Contractor shall be responsible for supporting the following equipment, in addition to any equipment added to the AOC baseline or included in variations: o Cisco 5K, 7K, 9K, and 45XX series distribution switches o Cisco 3750, 3850, and 9300 or newer access switches o Solarwinds Toolkit o Netapp Fiber Channel o Cisco UCS and Flexpod architecture o Boundary Security System o Cisco 3900 series external and internal routers o Palo Alto Firewall o ASIM Intrusion Detection System. o Physical and Virtual secure LAN/WAN transport technologies (Taclanes, VPNs, IPSEC Tunnels, GRE, Guards, etc) MINIMUM REQUIREMENTS: • Familiarity with Cisco IOS, NX-OS, VMware Networking, and NetApp FC storage networking. • At contract start, contractor shall possess certification(s) in accordance with DoD Manual 8570.01-M (or its replacement), commensurate to IAT LVL II as well as at least one Cisco CCNA, Cisco CCNP, or Cisco CCIE certification. • Experience in effective communication and collaborating in a high-performance team environment. • Highly desired: Bachelor’s degree from an accredited institution or a minimum of three (3) years of experience in lieu of a bachelor’s degree in network administration positions. At least three (3) years of experience must be on Air Force owned/operated networks. ADDITIONAL REQUIREMENT: • This position requires US citizenship and current TOP SECRET Security Clearance with SCI eligibility.
