Under the direction of the Director of Public Works, the Public Works Superintendent is responsible to plan, schedule, assign, and review the work of assigned staff; supervises the day to day coordinating and scheduling of street, storm drainage, building facilities, parks maintenance, and sewer maintenance activities; performs related maintenance tasks to contribute to cost effective Public Works services; assists with developing short-term and long-range plans and budgets with the Director of Public Works; provides a high level of customer service by effectively working with the public, vendors, contractors, other local agencies and jurisdictions, and City staff. This position is responsible for ensuring that facilities are maintained in a manner consistent with established local, state, and federal standards. Duties require an individual to be extremely organized to meet deadlines and display a strong attention to detail with minimal supervision. Responsibilities have a significant impact on Public Works’ activities and customer satisfaction.  This is a non-exempt, non-represented position, eligible for overtime and benefits. Plan, organize and direct the operations and activities of the Public Works maintenance and operation efforts. Assist the Director of Public Works in the development and implementation of department goals, objectives, work plans, and long-range plans. Supervise the activities of the Lead Maintenance Worker, Maintenance Worker, and Administrative Assistant. Supervision includes assignment of duties, review of projects, providing assistance, training, and mentorship, evaluating performance, administering discipline, developing work plans, and making and/or implementing hiring and corrective action recommendations and procedures. Communicate with City staff along with contractors and residents to provide information and to resolve issues and conflicts. Handle and resolve complaints from the public concerning departmental activities. Provides 24-hour response to emergencies, inclement weather, and after-hours crew callouts, as needed.  Perform risk management duties and investigate and respond to accidents and issues as they arise. Prepare billings and estimates for repair and construction work performed by the Public Works department. Make recommendations for improvement and repair of streets, storm drainage, sewer maintenance, building facilities, and park maintenance operations. Promote and maintain safety within the workplace. Ensure assigned maintenance staff apply OSHA (Occupational Safety and Health Administration) and WISHA (Washington Industrial Safety and Health Act) safety standards to maintain safe working conditions for both City staff and the public. Coordinate and oversee participation with King County Roads Traffic Division for traffic related services to include but not limited to, the fabrication, installation and maintenance of signs, radar feedback signs, rectangular rapid flashing beacons, school zone camera flashers, programable LED enhanced signs, sign washing, thermoplastic roadway markings, street striping, sign retro reflectivity ratings, and compliance with current MUTCD sign and roadway marking standards. Coordinate and oversee participation with King County Water Land and Resource Division for the ongoing required inspections, maintenance and repairs of the City’s storm water retention and detention facilities. Ensures permitting, permit compliance, and project thoroughness within the Fish and Wildlife’s fish window. Coordinate and oversee participation in the annual King County North Overlay Project. Duties include aiding in road selection and budgeting; managing crew activities to prepare the roads for overlay; performing quality control during the overlay. Order supplies and services from suppliers.  Provide technical expertise, information and assistance to the Director of Public Works regarding assigned functions, assist as needed in the formulation and development of policies, procedures and programs.  Make recommendations and forecasts for future funds needed for staffing, equipment, materials and supplies; develop cost effective Public Works procedures. Coordinates and oversees annual required City Hall facility inspections.  Oversee the department’s training and safety programs. Education and Experience Required: Two years of college level course work in engineering, public administration, business, or related field AND at least five years of Public Works maintenance experience OR equivalent education/experience.   At least two years of supervisory experience. Valid Washington State Driver’s License and the ability to maintain insurability with the City.  Flagging card.  CPR, First Aid & AED certification within six months from hire date.   At least 18 years old upon hire date.  Preferred: At least five years supervisory experience.  Valid Washington State Class “A” CDL license. Supervisory Responsibilities This position supervises a team of six Maintenance Workers (includes one Lead) and Seasonal Maintenance Workers.    Working Conditions / Physical Requirements The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The position works in a standard office environment working at a computer and outdoors; field inspections and other job duties performed outdoors at work sites in a variety of terrains, under a variety of weather conditions, including sun, rain, wind, mud, and snow. Conditions at work sites may include falling objects, loose footings, loud noises, construction equipment, and working in right-of-way, traffic, or roadways. While performing the duties of this job, the employee may be occasionally required to perform both light and heavy manual labor in all weather conditions. This may include physically strenuous labor, continuous or repetitive movements; skillful, controlled manipulations of small objects; fine, highly controlled muscular movements to adjust the position of a control mechanism; bending or stooping repeatedly or continually over time; working in small, cramped spaces; climbing ladders or steps; walking on rough, uneven ground; and performing other physical tasks as required of the position; required to sit, talk, and hear; frequently required to use hand tools and computer which require repetitive arm, wrist, and hand movement; occasionally required to stand and reach with arms and hands, climb, balance, stoop, kneel, crouch, bend or crawl. The employee must lift and/or move up to 50 pounds in a variety of indoor and outdoor conditions and terrain as well as perform a variety of physical tasks and heavy labor. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and the ability to adjust focus.  Frequent evening, night and weekend work is required, as well as call-out services as directed.
