REQUEST FOR PROPOSAL (RFP 1227) COMMUNITY ACTION PROJECTS The Contra Costa County Employment and Human Services Department (EHSD), Community Services Bureau (CSB), announces the issuance of Request for Proposals (RFP) 1227, making up to $820,000 in funding available over a two-year period for qualified organization(s) with interest, expertise, and experience in implementing anti-poverty programs to Contra Costa County residents living at or below 200% of the Federal Poverty Level. The funding will be available from the period of March 1, 2026, to February 28, 2028, with a maximum funding limit of $820,000. EHSD will award selected organization(s) a two (2) year contract up to, but not more than $400,000 or up to $200,000 annually, contingent on the availability of additional funding, to implement Community Action projects in the area(s) of affordable housing/shelter/rental assistance, food security/nutrition, mental health access, and/or employment/living wage jobs. Awarded amounts typically range from $40,000 to $80,000 per organization over the two (2) year period. Submission of proposals in response to RFP 1227 is due on Friday, October 3, 2025 by 5:00 p.m. PST, without exception.
