Procon now seeks an Electrical Engineer for a long term opportunity in the Erie, PA area. The candidate will have responsibilities that include but not limited to construction, design/build, architecture and engineering, space management and facilities management complex construction projects. This role requires 6 years of experience in electrical engineering on construction projects. This role requires various skills and experience as listed below. Requirements Qualifications and Skills BA or BS degree in a construction, architecture, or engineering related field is required. Experience on projects larger than 1M in value. Professional Engineering license is required. Experience on occupied building renovations, federal and/or commercial projects is preferred but not required. Experience with reviewing design document submittals, reviewing cost and schedule estimates, collecting, preparing, and reporting programmatic information. Responsibilities and Duties Interfaces with clients to define project requirements. Reviews schedule, aligns project work plan and deadlines with requirements. Monitors on-site processes, procedures, and systems for compliance with construction drawings, security requirements, and code compliance. Coordinates and monitors the completion of activities in all phases of the project cycle. Monitors and oversees the project design or construction effort, to include but not limited to risk management, security and safety compliance, etc. Assists the Contracting Officer and COR with acquisition planning, technical reviews, execution, and administration. Collects requirements, prepares SOWs, conducts market research, and develops sole source justifications, as appropriate. Assist the government representative in reviewing documentation. Provides project management support in any form, demonstrating compliance with all directives and other applicable standards to include records management. Provides technical support on a daily basis to all customers, manages electronic documents, serves as the liaison for other customer groups related to all projects, provides expertise, monitors security related issues, and maintains a coordinating relationship with the government agency, its clients, and external partners to include the architect-engineers, construction contractors, and other contractors supporting the government. Able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each considering the requirements of the project. Possess communication, language, and software skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy. We are seeking a detail-oriented Mechanical Engineer to drive product design and development for implantable drug delivery systems. The ideal candidate will have extensive experience in medical device design, a rigorous approach to design for manufacturability (DFM), expertise in geometric dimensioning and tolerancing (GD&T), and a solid grounding in Good Manufacturing Practice (GMP). Familiarity with unique challenges and regulatory requirements for implantable devices, and a strong orientation toward application-specific tolerances is desired. Come Join Us! Key Responsibilities Drive the mechanical design of implantable drug delivery systems, from conceptualization through commercialization, with a focus on meeting demanding implantable device standards. Apply design for manufacturability principles early in the design phase to ensure robust, scalable, and regulatory-compliant implantable products. Ensure all designs are fully compliant with relevant GMP, FDA, and ISO requirements specific to long-term implantable medical devices. Assign all tolerances and material selections with clear justification tied to the end-use environment (e.g., biocompatibility, sterilizability, in-body durability), and anchored in URS and clinical requirements. Collaborate closely with cross-functional stakeholders (R&D, manufacturing, regulatory, clinical) to capture and implement requirements unique to implantation, such as long-term reliability and risk management. Participate actively in design reviews, Design History File (DHF) creation, risk analyses, and verification/validation activities, with emphasis on the unique aspects of implantable device safety and performance. Support the transition from prototyping to scaled manufacturing, addressing material selection, assembly, and cleaning processes suitable for implantables. Document design decisions thoroughly for full regulatory traceability and audit readiness. Requirements Bachelor’s degree in Mechanical Engineering (or related biomedical engineering field) A minimum of 6 years of medical device experience. Product design experience for implantable medical devices. Experience with design, development, and manufacturing transfer of implantable drug delivery devices or other active implant systems. A proven track record in meeting clinical and regulatory requirements. Deep understanding of GMP and regulatory demands of implantable devices (including design history files, design controls, risk management). High-level proficiency in design for manufacturability, specifically for products requiring robustness in vivo, sterilization compatibility, and miniaturization. Strong command of GD&T for precision assemblies, with hands-on experience assigning and reviewing tolerances High proficiency with solid modeling and drawing software (SolidWorks, AutoCAD, or similar), and engineering documentation in a regulated environment. Skillful at translating user needs into clear, actionable URS - including consideration of implant environment, mechanical stresses, and biocompatibility. PROJECT MANAGEMENT SUPPORT II: Detailed Task Order formation and administration including: Support NASA technical evaluations of NASA contractor proposals and task plans. Support pre-bid activities (including contractor pre-bid walkdown) of projects as required. Support design/implementation reviews and provide integrated response from the NASA O&M engineering and user community. Process RFI and Change Orders through NASA CO. Verify work completion to support invoice payments and provide project inspections. Provide tracking and distribution support for shop drawings and other submittals. Maintain a shop drawing log and maintain shop drawing records as official Government contract files. Assemble shop drawings/data submittals and prepare Design Release Authorizations (DRAs) for release into the Engineering Documentation Center (EDC). Prepare and submit O&M and real property turnover documentation (KSC Form 21- 136, Turnover of O&M and/or Sustaining Engineering Responsibility for KSC Facilities, Systems, and Equipment; NASA Form 1046, Real Property Transfer and/or Notification of Acceptance of Accountability of RP; and Form DD 1149, Equipment List). Provide cost and schedule analysis in support of contractor pay requests, invoice verification and cost claims. Review the project schedule and schedule of value updates with the Construction Manager on a monthly basis. Gather input from contractor and supporting team toward generation of project milestones. On a weekly basis, provide project status updates in iSite. Schedule and ensure O&M support of Activation and Validation tests. Develop deliverable item lists and turnover documentation packages to incorporate into RFPs to be issued to NASA direct fixed price contracts. Coordinate O&M shop support in support of NASA contractor activities including outages and activation of assigned FSEU, and witnessing acceptance testing of protective systems (specifically fire alarm and fire suppression systems). Keep a log of pre-priced items and other shop support that have been expended and make log available to the NASA CO. Coordinate and lead the resolution of project-related problems through direct interaction with NASA COR. Thoroughly investigate issues encountered onsite during project execution Contract Ensure proper relationships are established and maintained between customers, teaming partners, and contractors to facilitate the delivery of construction services. Identify and initiate requests through the appropriate NASA technical focal for supporting task orders from base prime contractors (e.g., BOSS, KEMCON, KIAC) in support of NASA fixed price contracts. Gather input on deliverable items from NASA fixed price contractors, (i.e., safety plans, environmental plans, security plans, certifications) and communicate compliance information and readiness to the proper NASA COR.
