Perran Moon

London, United Kingdom — May 7, 2026 — Labour MP Perran Moon has been suspended from the party while an internal probe examines a £50,000 Covid-era Bounce Back Loan that was taken by his training company Autoswot. Moon, who represents the Cornish constituency of Camborne and Redruth, said he voluntarily referred himself to the Labour Party’s investigative process and denied any wrongdoing.

Moon worked for more than two decades in the automotive industry before entering politics. He handled communications for Nissan and Renault, became marketing director at Manheim UK in 2004, and later took a senior marketing role with Autotrader. Immediately before his election in 2024, he was chief marketing officer and interim chief executive at Believ, an electric vehicle charging business.

What Is the Bounce Back Loan?

The Bounce Back Loan scheme was launched by the UK government in May 2020 to help small companies cope during the pandemic. Businesses could apply for loans of up to £50,000, with the government acting as guarantor. For many small firms, it was the main source of liquidity once revenue dried up.

Autoswot was set up in June 2019 and provided training services focused on the motor trade. At the time of the loan application, the company forecast that revenues would exceed £200,000. That forecast has become a point of scrutiny because the scheme’s rules permitted borrowing based on a company’s self-certified turnover.

Moon insists the application was handled properly. He said the money went toward salaries and other necessary operating costs. He also said partial repayments were made until Autoswot ceased trading in late 2022. In a public statement, he described the loan application as one that “was made in good faith, and the information provided, including the company’s turnover forecast, was accurate and properly based."

Why Company Wind-Up Attracts Attention

Under UK company law, directors can place a business into voluntary liquidation if it is insolvent, but lenders and government agencies still look closely at how taxpayer-backed relief was handled. Bounce Back Loans were unsecured, meaning they lacked collateral. When a company is wound up without fully repaying a government-guaranteed loan, insolvency practitioners examine whether the application contained false or misleading details.

There is no suggestion in the party report that Moon is accused of fraud. The central issue is whether the business was wound up before fully addressing the loan, and whether the financial information used on the application matched the scheme’s conditions.

Moon blamed Autoswot’s collapse on “unforeseen external market pressures” and said staff had done everything possible to keep the business going.

Labour Party Process

Labour’s internal investigations unit handles complaints and referrals involving MPs and party members. The process is separate from parliamentary requirements and criminal law, but an administrative suspension can take effect before a final ruling. The party has not announced a timeline for Moon’s case.

In a brief statement, a Labour spokesperson said the party expected “the highest standards” from its elected representatives and had robust standards procedures in place. The spokesperson declined to comment further while the investigation is ongoing.

Moon said he would cooperate fully and would continue to represent his constituents during the review. Party standards cases often involve panels drawn from the party’s disputes procedures, and the outcome can range from no further action to long-term suspension or expulsion, depending on what is found.

Not the First Case of Its Kind

Moon is not the first British MP to face scrutiny over pandemic lending. In August 2025, fellow Labour MP Bayo Alaba was suspended over questions linked to a Covid-era loan taken by his real estate company, Alaba Properties. Earlier, James McMurdock, then a Reform UK MP, left his party in 2025 after questions surfaced about the eligibility of two fitness businesses for Bounce Back Loans totalling £70,000. He now sits as an independent.

The cases have become part of a wider political argument in Britain about accountability for pandemic money. The UK Bounce Back Loan scheme issued more than 1.5 million loans and distributed roughly £47bn. Later official estimates suggested that billions of pounds were lost to fraud and error across emergency Covid credit programmes, prompting more aggressive action by the Insolvency Service and HMRC.

Analysts say scrutiny has intensified since the National Audit Office began publishing detailed reviews of Covid spending. Even when no criminal offence is alleged, the appearance of a loan being written off shortly after a company closes can trigger questions from party officials, the press, and local voters.

What This Means for US Readers

For American audiences, the UK’s Bounce Back Loan occupies a similar position to the Paycheck Protection Program. Both were emergency lending systems designed to keep businesses alive while shutdowns were enforced. Both also generated follow-up scandals when some recipients used cash for ineligible purposes or unclear ends.

The Moon case is a reminder that public memory of such programmes does not fade quickly, especially when people connected to political power benefit from them. In the United States, PPP loan misuse also led to prosecutions, media investigations, and congressional scrutiny. The underlying lesson is the same: emergency money comes with accountability.

What Happens Next

No date has been given for the Labour Party’s conclusions. Moon remains the elected MP for Camborne and Redruth. If Labour decides to keep him suspended, he would lose the party whip and could be forced to sit as an independent unless reinstated. A decision to clear him would restore his position without further penalty.

The investigation has already changed the public narrative around a politician who entered Parliament with a business-friendly, practical agenda. For now, the Labour Party has said only that due process is underway, and Moon has promised to cooperate fully while the review continues.
