BS-III vehicles may need rubber part changes for E20 fuel: Gadkari

New Delhi – April 2, 2025 – India’s Road Transport and Highways Minister Nitin Gadkari has stated that certain rubber parts and gaskets on BS-III vehicles—those first introduced on April 1, 2005 and manufactured before 2016—may need to be replaced when running on E20 fuel, a blend of 20% ethanol and 80% petrol. The clarification came in a written reply to the Rajya Sabha, addressing concerns over the national rollout of higher ethanol blends.

The BS-III emission standard, part of India’s Bharat Stage classification, applies to vehicles produced between 2005 and 2016. These older models were not originally designed for fuel with 20% ethanol content. According to Gadkari, studies conducted by Indian Oil Corporation Limited (IOCL), the Indian Institute of Petroleum (IIP) Dehradun, the Society of Indian Automobile Manufacturers (SIAM), and the Automotive Research Association of India (ARAI) confirmed that no significant engine modifications are required for most vehicles.

“Testing on BS-III vehicles showed that engine performance, drivability, startability, metal compatibility, and plastic compatibility remain unaffected,” Gadkari explained. “The only issue is that certain rubber parts and gaskets may degrade faster and need replacement. This can easily be handled during routine servicing.”

The move to E20 petrol has drawn criticism from opposition parties and consumer groups, who warn of reduced fuel efficiency, higher maintenance costs, and potential damage to fuel systems in older cars. Critics have demanded greater transparency on vehicle compatibility and clear liability guidelines if problems arise. In response, the government emphasizes that the transition has been phased, backed by extensive laboratory and field tests, and that automakers continue to honor warranty claims for E20-fueled vehicles.

An Inter-Ministerial Committee (IMC) formed under NITI Aayog in December 2020 comprehensively reviewed ethanol blending impacts. Its “Roadmap for Ethanol Blending in India 2020-25”, released in June 2021, examined material compatibility, engine calibration, fuel systems, drivability, durability, emissions, and fuel economy. The report was based on consultations with automakers, oil companies, and agricultural experts, paving the way for E20’s introduction in April 2026.

India’s Ethanol Blended Petrol (EBP) Programme has a long history: a pilot began in 2001, E5 (5% ethanol) was introduced in 2006, and blending levels remained around 1.53% until 2013–14 before being progressively increased. The government notes that blending is a globally proven practice, with Brazil operating higher ethanol blends for decades.

U.S. perspective and expert comparison
While E20 is not commonly sold at American pumps, the United States has extensive experience with ethanol blends. E10 (10% ethanol) has been widely available since the 2000s, and some fuel stations offer E15 for vehicles model year 2001 and newer. The U.S. Environmental Protection Agency (EPA) has approved E15 for cars and light trucks, but warns against using it in older vehicles, motorcycles, and small engines due to potential rubber and plastic component degradation.

Dr. Sarah Mitchell, a fuel systems engineer at the U.S. Department of Energy’s Oak Ridge National Laboratory, notes: “The issues India is seeing with rubber gaskets in BS-III vehicles mirror what we’ve observed in pre-2010 American cars running on E15. Ethanol can be corrosive to certain elastomers, especially in older fuel lines and seals. Regular inspection and replacement of rubber components during normal maintenance is the standard recommendation.”

For American consumers with older vehicles, the Indian experience serves as a cautionary tale. While U.S. regulators have not planned an E20 mandate, the trend toward higher ethanol blends globally means owners of classic cars or pre-2000 models should proactively check fuel system parts. The Society of Automotive Engineers (SAE) suggests that any vehicle designed for gasoline only should have its fuel system elastomers upgraded if switching to blends above E10.
