Arizona MVD Communication Accommodation: New Text Boxes & Emergency Contact

April 9, 2025 – The Arizona Department of Transportation Motor Vehicle Division (MVD) has rolled out significant upgrades to its voluntary communication accommodation program, designed to improve interactions between drivers and law enforcement during traffic stops or emergencies.

Previously, the program only displayed a "Communication Accommodation" alert on a first responder’s computer screen when a driver’s license, license plate, or VIN was checked. That simple flag informed officers that someone in the vehicle might need extra patience or different communication methods. Now, MVD is adding three new features that give drivers more control over the information shared with first responders.

New digital text boxes for driver and vehicle records

Starting today, drivers can enter up to 500 characters of personalized details in a dedicated text box attached to both their driver record and vehicle record. This allows them to describe specific conditions that could affect communication during high-stress situations—such as autism, hearing impairments, speech difficulties, anxiety disorders, or traumatic brain injuries. The text box is optional and can be updated at any time through the MVD online portal or at a local MVD office.

Toggle switch for activation and deactivation

A slider or toggle switch appears at the bottom of each alert option, making it easy for users to turn the communication accommodation alert on or off as needed. For example, a driver who temporarily removes the special needs passenger from the vehicle can deactivate the alert without deleting the stored information. This granular control ensures the alert is only active when relevant.

Separate emergency contact box for first responders only

MVD also introduced a new emergency contact field that is visible only to law enforcement when they access the computer system during an incident. Drivers can list one or more contacts (name and phone number) that first responders can call if the driver is unable to communicate. This feature is entirely separate from the communication accommodation alert and can be used by anyone, regardless of whether they have a special needs condition.

How to update your record

These new features are conveniently available in the MVD online portal at (log in with your existing account or create one) or by visiting any MVD office statewide. There is no additional fee for adding or updating communication accommodation information. The process takes only a few minutes.

Collaboration with Preston’s Pursuit

The enhancements were developed in partnership with Preston’s Pursuit, a nonprofit organization that advocates for individuals with autism and other communication challenges. The group worked with MVD to expand upon Arizona Revised Statute § 28-459, ensuring that each person can provide unique, specific information that improves the interaction between first responders and individuals in distress.

Relationship with the Blue Envelope Program

The Blue Envelope Program remains available for drivers who prefer a physical document to present during traffic stops. The new digital communication accommodation options are complementary—drivers can use one or both programs depending on their needs. For example, a driver with hearing loss might use the digital text box to state "I am deaf, please write instructions" and also keep a Blue Envelope in the glovebox with written instructions for sign language interpretation.

Traffic stops are inherently stressful, and for individuals with autism, dementia, PTSD, or language barriers, the stress can escalate into misunderstandings. By proactively adding communication preferences to their MVD record, drivers give law enforcement a heads-up before any interaction begins. According to the Arizona Department of Transportation, the new features have been tested with real law enforcement agencies and disability advocacy groups.
