U.S. Home Prices See Largest Decline in Over a Decade: A State-by-State Market Analysis

The U.S. housing market is experiencing a significant shift, with the national median home sale price falling 4.1% year-over-year in April to $408,031. This represents the largest percentage decline since January 2012, driven by elevated mortgage rates dampening buyer demand. While prices are falling from their record highs, a severe shortage of homes for sale is preventing a steeper crash, leading to a competitive environment where many properties still sell quickly and above asking price.

Why Are U.S. Home Prices Declining?

The primary driver behind the price correction is a sharp increase in mortgage rates, which has significantly reduced homebuyer purchasing power. When mortgage rates rise, the monthly cost of a home loan increases, pricing many potential buyers out of the market. This decrease in demand naturally places downward pressure on prices. Furthermore, the comparison is against an exceptionally strong period in April 2022, when the median sale price was $425,634—just below the all-time peak.

The steepest declines are concentrated in two types of markets:

  • Previously High-Priced Coastal Areas: Markets like Oakland, CA (-16.1%) and San Francisco (-13.4%) saw substantial price drops as affordability constraints became severe.
  • Pandemic Boomtowns: Cities that experienced explosive growth during the COVID-19 pandemic, such as Austin, TX (-15.3%) and Boise, ID (-15.1%), are now seeing prices correct from what many analysts considered unsustainable levels.

Is There Still Competition Among Homebuyers?

Despite the overall market cooling, competition remains fierce for the limited number of homes available. This is due to a dramatic drop in new listings (homes newly put on the market), which fell 26.1% year-over-year. Many homeowners are choosing not to sell because they are locked into mortgage rates far below current levels.

This inventory shortage has created a paradox where prices are falling nationally, but buyers in many areas face multiple-offer situations. Based on our experience assessment, nearly half (45.9%) of offers written by Redfin agents faced competition in April. Key indicators of a still-competitive market include:

  • 47.8% of homes went under contract within two weeks.
  • 33.6% of homes sold for more than their list price.

Which Housing Markets Are Holding Up Best?

While many markets are cooling, some are demonstrating relative resilience. Texas metros, for example, are seeing smaller declines in sales activity. Fort Worth saw pending sales decline by just 0.8%, and Dallas saw a 1.9% drop. This stability is partly due to a less severe shortage of homes for sale, fueled by more active home construction. Texas issued 263,000 residential building permits last year, more than any other state, which helps moderate supply constraints.

The table below illustrates the varied performance across major metropolitan areas:

What Does This Market Shift Mean for Buyers and Sellers?

For buyers, the environment is mixed. Higher mortgage rates are a challenge, but there is slightly more negotiating power than during the peak of the pandemic frenzy. However, patience is required as the selection of available homes is low. Being prepared to move quickly and make a competitive offer is crucial when a desirable property hits the market.

For sellers, the era of guaranteed, rapid price appreciation has ended. Pricing a home correctly from the start is more important than ever to attract serious buyers. While the pool of buyers is smaller, the lack of competing listings means well-priced homes in good condition can still sell quickly. Understanding local market conditions is essential, as the national trend masks significant variations between cities and neighborhoods.

The current housing market is defined by its duality: falling prices due to dampened demand and persistent competition due to limited supply. Success for both buyers and sellers depends on understanding these countervailing forces and adapting strategies to hyper-local conditions.
