  • Processes: Job posting, screening, interviewing, offer negotiation.

Applied to recruitment, CATWOE stands for:

4. Build a Conceptual Model of the Ideal System? This step involves creating a conceptual model—a flowchart or diagram—that outlines the logical activities needed to achieve the root definition. If your root definition is "a system owned by the Head of Talent to efficiently transform a vacancy into a filled role by a qualified candidate," your model would map out the necessary steps in an ideal world, without current constraints. This model serves as a benchmark for improvement.

5. Compare the Conceptual Model with Reality? Here, you compare your ideal model from step 4 with the real-world process described in step 2. This comparison highlights the gaps and discrepancies. For instance, your ideal model may include a standardized candidate feedback loop, but reality may show that feedback is inconsistent or delayed. These gaps become the key areas for potential intervention.

6. Debate and Identify Feasible, Desirable Changes? With the gaps identified, the team debates which changes are both culturally acceptable and systemically desirable. This is a critical discussion that weighs the benefits, costs, and risks of potential improvements. Based on our assessment experience, a change like implementing a new Applicant Tracking System (ATS) might be systemically desirable but not feasible immediately due to budget. A more feasible change might be to introduce a structured interview guide for all hiring managers.

7. Take Action to Improve the Situation? The final step is to implement the agreed-upon changes. This involves creating an action plan, assigning owners, and setting milestones. It is crucial to monitor the impact of these actions. If the changes do not produce the desired outcome, the SSM process is iterative, meaning you can return to an earlier step to re-evaluate and adjust your approach.
