A net outflow of over one million people from U.S. metropolitan areas with high air pollution risk between 2021 and 2022 highlights a significant demographic shift, driven as much by soaring housing costs as by environmental concerns. Analysis of U.S. Census and environmental data reveals that high-risk metros, predominantly in the Western U.S., have median home prices 65% higher than their low-risk counterparts, making affordability a primary driver of relocation.
This trend indicates that for many Americans, the decision to move is a complex calculation weighing health risks against economic realities. While climate risks are a growing consideration, the high cost of living in areas with poor air quality is accelerating population loss.
For this analysis, a "high risk" metro is defined as one where at least 10% of residential properties face a 'major,' 'severe,' or 'extreme' risk from poor air quality, based on ratings from First Street's Air Factor dataset. This risk rating is based on the projected number of poor air quality days annually, both now and thirty years into the future. The model focuses on two common pollutants: PM2.5 (particulate matter), often from wildfire smoke, and O3 (ozone), which forms when pollutants react with heat and sunlight.
The data shows a stark concentration of risk. All 13 major U.S. metros where over 85% of homes face high air quality risk are located in the West, with nine in California alone. These areas have experienced a significant reversal in migration patterns, moving from net population gains to substantial losses.
While environmental worries play a role, the data suggests affordability is the more powerful motivator for most movers. The median home sale price in high-risk metros was $563,710 as of December, which is 65% higher than the median of $341,483 in low-risk metros.
This price disparity creates a powerful economic incentive. A separate survey found that only 9% of recent home sellers cited climate change concerns as a reason for moving, while factors like more space (31%), proximity to family (24%), and getting a better deal on a home (20%) were more common. High-risk metros are often concentrated in expensive states like California, meaning residents may be priced out regardless of their concerns about air quality.
The major metros with the highest net in-migration during the study period—including Phoenix, Dallas, Tampa, and Austin—all fall into the "low risk" category for air quality. However, low risk does not mean no risk. These popular destinations face their own environmental challenges, such as extreme heat in Texas, water shortages in Arizona, and increasing flood and storm risk in Florida.
Furthermore, the migration to these more affordable, lower-risk areas is contributing to rising home prices there. The analysis found that, on average, 19% of homes for sale in low-risk metros were affordable for the typical local buyer—a low figure, but over six times higher than the mere 3% affordability rate in high-risk Western metros.
For prospective buyers, the key is informed decision-making. "Deciding where to live is all about prioritization," stated a chief economist familiar with the analysis. With housing costs near record highs, the primary goal for many is financial. However, as climate risks intensify, factoring in long-term environmental hazards is becoming more critical.
The ongoing migration trend underscores that housing affordability remains the dominant force in real estate decisions. However, the growing impact of climate change means that environmental factors like air quality are increasingly part of the calculus for American households, making thorough research an essential step in the home-buying process.
