They started making cars with seat belts back in 1968 because of a new federal rule. But that just meant the belts had to be in the car. The cops couldn't pull you over just for not wearing one back then. The real change happened state by state later on. New York was the first to make it a law you had to buckle up in 1984. It took a long time for every state to get on board.

My dad always talks about this. He said when he got his first new car in the early 70s, the seat belts were just stuffed down in the seats, and nobody ever used them. They were an afterthought. The law in '68 made car companies put them in, but it didn't change people's habits overnight. It was the TV ads and the "Click It or Ticket" campaigns that really made wearing them a normal thing for my generation. The law for having them and the law for using them are two very different things.
